Summary As a HR Specialist (ER), you will be responsible for providing technical advice, guidance and interpretation of law and regulations and broader Human Capital functions relative to the Employee Relations programs. The employee participates in policy development, implementation, and coordinates with counterparts in other offices and within the DOE Human Capital Management Office to address employee relations matters affecting the workforce.
Major Duties As a Human Resources Specialist (Employee Relations), you will: Work closely with supervisors on a variety of complex employee/management issues including conduct, adverse actions, employee discipline, grievances and appeals, pay, and leave administration, drug/alcohol testing, employee assistance, reasonable accommodation, family friendly workplace issues, wellness programs, performance management program, and awards and recognition. Analyze new and proposed department-wide directives; Office of Personnel Management guidance; MSPB and FLRA case law; and new and proposed legislation to determine impact on DOE employee relations programs. Develop and apply negotiation procedures and techniques, advocacy, mediation, interest-based bargaining, and other non-adversarial problem-solving approaches to resolve complex issues and provide strategic advice to management.
