
Director of Safety – Transmission & Distribution (T&D)

The Director of Safety is responsible for developing, implementing, and enforcing a comprehensive
Health, Safety, and Environmental (HSE) program
across all transmission and distribution construction and maintenance operations. This role provides strategic leadership to ensure compliance with regulatory requirements and utility safety standards while promoting a proactive safety culture focused on
zero incidents and safe energized work practices .
The Director of Safety partners closely with executive leadership, operations, and field teams to integrate safety into all aspects of
overhead transmission, distribution line construction, substations, and utility infrastructure projects .
Key Responsibilities Safety Leadership & Strategy
Develop and lead a company-wide safety strategy aligned with
transmission and distribution construction operations
and utility client expectations.
Champion a
zero-incident safety culture
through leadership engagement, field presence, and accountability across all levels of the organization.
Serve as the senior safety authority for all
T&D construction, maintenance, and storm restoration activities .
Establish and maintain company safety policies, procedures, and best practices aligned with industry standards and utility requirements.
Drive leadership accountability for safety performance across operations, project management, and field supervision.
Regulatory Compliance & Risk Management
Ensure compliance with
OSHA regulations (29 CFR 1910.269 and 1926 Subpart V)
related to electric power transmission and distribution work.
Maintain compliance with
DOT, EPA, and applicable state and local safety regulations .
Interpret and implement safety requirements from
utility owners, grid operators, and regulatory agencies .
Oversee incident investigations, root cause analysis, corrective actions, and regulatory reporting.
Manage workers’ compensation programs, insurance claims, and coordination with insurance carriers and legal counsel.
Develop proactive risk management programs to mitigate hazards associated with
energized systems, high voltage work, and heavy equipment operations .
Field Operations & Project Support
Partner with Operations, Project Management, and Construction leadership to integrate safety into
transmission and distribution project planning and execution .
Ensure consistent implementation of safety programs across all field crews including:
Job Hazard Analyses (JHAs)
Pre-task planning
Energized work procedures
Lockout/Tagout
Minimum approach distance compliance
Fall protection
Traffic control
Conduct executive-level safety audits and field observations across
line construction, substation, and distribution work sites .
Support project mobilization with
site-specific safety plans, hazard assessments, and field safety staffing .
Training & Workforce Development
Develop and oversee safety training programs for line crews, equipment operators, and supervisors including:
OSHA 10/30
Electrical hazard awareness
NFPA 70E
Substation safety
Crane and heavy equipment safety
Confined space entry
Trenching and excavation
Traffic control and work zone safety
Ensure safety competency for
linemen, apprentices, operators, and supervisors .
Promote leadership safety training for
superintendents, foremen, and project managers .
Establish career development and mentorship programs for safety professionals and field personnel.
Data, Metrics & Continuous Improvement
Establish and monitor key safety performance metrics including:
TRIR (Total Recordable Incident Rate)
DART rate
Severity rate
Near-miss reporting
Analyze incident trends and implement corrective and preventive actions.
Develop executive safety dashboards and client safety performance reports.
Lead continuous improvement initiatives to enhance safety performance across all operations.
Client & Stakeholder Interface
Serve as the primary safety liaison with
utility clients, regulators, and industry organizations .
Participate in client safety audits, contractor qualification reviews, and safety program assessments.
Support business development and prequalification processes by demonstrating strong safety performance and programs.
Represent the company in
utility safety meetings, regulatory reviews, and industry safety initiatives .
Qualifications Required
Bachelor’s degree in
Occupational Safety, Engineering, Construction Management, Environmental Health & Safety , or related field (or equivalent experience).
10+ years of progressive safety leadership experience
in
electric transmission and distribution construction or utility infrastructure .
Strong knowledge of
OSHA electric power generation, transmission, and distribution standards (1910.269 / 1926 Subpart V) .
Experience managing safety programs across
multiple crews, job sites, and geographic regions .
Demonstrated expertise in incident investigation, risk management, and regulatory compliance.
Ability to build strong relationships with field personnel and utility clients.
Preferred
Professional certification such as
CSP, ASP, CHST, or equivalent .
Experience working with
investor-owned utilities (IOUs), cooperatives, and municipal utilities .
Experience supporting
overhead transmission, underground distribution, and substation construction projects .
Experience working with
union and non-union line crews .
Experience leading safety programs for
large-scale T&D infrastructure projects .
