We are seeking a Technical Proposal Writer who will be responsible for leading the development of federal, state, and local government proposals in response to RFP, RFQ, and RFI solicitations. This role supports Garner Environmental Services' growth within disaster response, emergency management, and environmental services programs.

The position focuses on developing compliant, persuasive proposal responses that clearly communicate Garner's technical capabilities, past performance, and operational approach. The Technical Proposal Writer will collaborate with operations, business development, and executive leadership to gather information, develop proposal strategies, and produce high-quality submissions for government clients.

The ideal candidate has experience supporting proposal development for FEMA-funded programs, disaster recovery initiatives, emergency management services, or environmental response contracts for government agencies.

Requirements
• 5-10 years of experience supporting government proposal development for federal, state, or local contracts
• Demonstrated experience preparing RFP, RFQ, or RFI proposal responses
• Strong understanding of government procurement processes and solicitation structures
• Experience developing technical proposal narratives and past performance sections
• Experience coordinating proposal inputs from subject matter experts and operational teams
• Ability to manage multiple proposal deadlines and fast-turnaround submissions
• The ideal candidate would be based in Houston, TX. This position may be remote, but candidates must be available for frequent travel to the Corporate Office in Houston, Texas.

Responsibilities & Duties

Government Proposal Development
• Lead development of responses to federal, state, and local government solicitations, including RFP, RFQ, and RFI submissions.
• Analyze government solicitations to identify compliance requirements, evaluation criteria, and proposal response strategies.
• Develop technical narratives, management approaches, and past performance sections for proposals.
• Coordinate with operations, business development, and subject matter experts to gather technical information for proposal responses.
• Develop and maintain proposal compliance matrices and response outlines.
• Edit and refine technical content to ensure proposals are clear, persuasive, and aligned with solicitation requirements.
• Support teaming partner coordination and integration of subcontractor content.
• Assist with proposal pricing narratives and cost volume documentation when required.
• Maintain a library of proposal content, past performance, and reusable proposal materials.
• Ensure all proposal submissions meet government formatting, compliance, and submission requirements.
• Develop proposal responses supporting disaster response, FEMA-funded recovery programs, environmental remediation services, and emergency management contracts for federal, state, and municipal agencies.
Technical Content Development

The Technical Proposal Writer must be able to interpret complex technical language-including engineering reports, FEMA and HUD policy, and compliance requirements-and translate it into clear, persuasive, and well-structured proposal content aligned with solicitation requirements.

Working Conditions & Physical Requirement

  • Primarily a sedentary role but must be able to stand, walk, bend, reach, and lift in an office or field environment

  • Visual requirements include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus
  • Ability to lift and move up to 10 lbs.
