Equal Opportunity Specialist

As an Equal Opportunity Specialist in an AF Equal Opportunity (EO) and Department of Army function, employee ensures that all requirements for civilian pre-complaint counseling, formal complaints and military EO (MEO) complaints are fulfilled in compliance with applicable agency regulatory and by-law requirements (Army Regulations, Air Force Instructions, Legal Statutes (29 CFR 1614, MD-110) and other Department of Defense Instructions and Directives) and with full coordination with appropriate staff elements (e.g., legal counsel and personnel officials). Manages, prepares, coordinates, develops and consolidates data relative to the Army's Reasonable Accommodation (RA) Procedures, Special Emphasis Programs (SEP) and other program areas as assigned. Determines training requirements and organizes classes and seminars for all employees and supervisory personnel on a periodic basis to maintain current and full understanding of the latest directives from higher headquarters. Uses Air Force Negotiation and Dispute Resolution (NDR) and Army Alternative Dispute Resolution (ADR), including mediation, facilitation, other dispute resolution techniques, and/or a combination of techniques for assigned workplace disputes which are complex, require determination of multiple cause and effect relationships, and involve concerned parties who are reluctant to cooperate. Conducts Defense Organizational Climate Survey (DEOCS) Assessments and prepares and submits reports with recommendations; plans or participates in planning the DEOCS. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0260 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include comprehensive and thorough knowledge of the principles, concepts, legal requirements, and methodology of the federal EEO and MEO programs to perform difficult and complex assignments involving civilian employees and military members. Detailed knowledge of the kind of policies and practices regulated or covered by the federal personnel regulations, principles, policies, operations, and practices for civilian personnel programs including special emphasis employment, reasonable accommodations and the military personnel system. Knowledge of the federal personnel system including basic knowledge of the principles involved in recruitment, selection, labor relations, job evaluation, etc. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
