Job Summary

This position is incentive eligible. Join HCA Healthcare as Director, Enterprise Emergency Management within the Department of Emergency Operations, Office of the Chief Operating Officer. The role is charged with program management of HCA Enterprise emergency management strategies, protecting patients, employees, the organization, and communities.

Responsibilities

  • Supervise direct reports on the Enterprise Emergency Management team, act as lead or technical expert, and provide direction to less experienced personnel.
  • Provide oversight and daily leadership to Enterprise‑wide emergency management.
  • Serve as a trusted advisor and acting delegate for the Enterprise Vice President and Assistant Vice President of Emergency Operations.
  • Provide operational Incident Leadership by serving as the primary incident leader in the Enterprise EOC, coordinating all operational functions of the HCA Healthcare response.
  • Lead strategic and operational planning sessions for the Enterprise Preparedness and Emergency Management Program, including EOC activities, threat assessments, and impact analysis.
  • Leverage strategic leadership opportunities to promote positive growth and development of Enterprise Emergency Management in collaboration with internal and external executive leaders.
  • Develop and lead emergency readiness initiatives, including clinical and non‑clinical readiness programs, continuity of operations protocols, and incident management strategies.
  • Develop and implement Enterprise‑wide emergency management plans, SOPs, Field Guides, exercises, and training through playbooks spanning all‑hazards and threat‑specific responses.
  • Collaborate with supply chain, staffing, workforce solutions, and contractors to ensure emergency supplies, staff, and resources are available at all times.
  • Oversee and manage an enterprise incident management platform for coordination and response, and provide operational direction of the incident management technology portfolio.
  • Oversee and manage an enterprise mass‑alerting and communications platform.
  • Oversee and manage an enterprise realtime risk analysis, environmental monitoring, and alerting tool.
  • Provide executive leadership, program development/implementation, and ongoing operational management of the Enterprise’s After Action Review and System Improvement Program.
  • Develop, operationalize, and maintain the Enterprise‑wide Emergency Operations training and education portfolio through supervision of the direct report team.
  • Develop and oversee the Enterprise’s Clinical Facility Evacuation Program.
  • Serve as the EOC liaison with the HCA Enterprise across Groups and Divisions, coordinate EOC participation in annual exercises, and attend joint preparedness meetings with HCA Division leaders.
  • Maintain relationships with local, state, and federal agencies.
  • Coordinate a joint exercise program with internal and external responders.
  • Represent as a collaborative member of the Emergency Operations team with business continuity planning, leading joint meetings and initiatives with HCA colleagues.
  • Coordinate, problem‑solve, and manage expectations within all levels of organization, working with divisions, facilities, multidisciplinary teams, including clinical and non‑clinical staff to develop and implement procedures and programs.
  • Collaborate with the VP and AVP of the department on the development of business plans for emergency preparedness, providing structure, discipline, and deployment actions of Enterprise‑wide Emergency Operations Centers.

Knowledge, Skills & Abilities

  • Advanced fluency in both the Healthcare Incident Management System and National Incident Management System.
  • Competence with and administrative fluency with healthcare incident management systems, mass notification systems, and technologies related to emergency operations.
  • Understanding of Chemical, Biological, Radiologic, Nuclear and Environmental (CBRNE) threats and the application of medical counter‑measures for healthcare facilities.
  • Understanding of complex cybersecurity, cybercrime, and cyberdefense impacts on the healthcare industry.
  • Understanding of a Comprehensive Emergency Management Program.
  • Ability to collaborate and work across a highly matrixed organization.
  • Understanding of the emergency preparedness and disaster response framework: Mitigation, Preparedness, Protection, Response and Recovery.
  • Understanding of the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Applied knowledge of planning, conducting, and evaluating Emergency Operations Exercises up to and including multi‑agency full‑scale exercises.
  • Applied knowledge of The Joint Commission Emergency Management Standards and the Center for Medicare and Medicaid Studies “Final Rule” of Emergency Preparedness.
  • Applied knowledge of hospital operations and healthcare emergency preparedness.
  • Understanding of applied project management.

Required

  • Bachelor’s degree in nursing, emergency management, health sciences, industrial safety, or law enforcement, with related emergency management/operations field experience.
  • For non‑registered nurse applicants, a current EMT/Paramedic certification with an undergraduate degree stated above will be considered.
  • 3 years’ experience in emergency preparedness, healthcare safety, military emergency management/healthcare emergency operations, public safety, or closely related fields.

Preferred

  • Master’s Degree in Business Administration, Nursing, or Emergency Management. Other graduate degrees may be considered with significant relevant work experience.
  • Advanced multidisciplinary clinical skill designations in areas such as Flight Paramedicine/Nursing, Mass Casualty Incident Management, Trauma Nursing, etc.
  • Certification in Emergency Management, Homeland Security, Healthcare Emergency Preparedness or a related emergency services certification.
