About SHF: Founded in 1969, Settlement Housing Fund is a nonprofit affordable housing organization. We own and operate 3,147 affordable apartments across New York City and are currently creating and preserving an additional 3,031 apartments. We provide social services through on‑site support to ensure housing stability for tenants who have transitioned from shelters into permanent housing at our buildings and those of other owners. We serve as an HDFC nominee to provide private developers with access to City financing to expand the supply of affordable housing. We are a leader in tenant selection and affirmative fair housing, leasing hundreds of units annually for other affordable housing owners.

JOB SUMMARY: The Program Director is responsible for overseeing and managing the implementation and daily operations of the Coordinators and Tenant Services staff. This position ensures consistent service delivery, program compliance, and the effective supervision of coordinators and front‑line engagement staff. Key responsibilities include supporting the transition of residents from homelessness to stable housing, promoting community well‑being, and ensuring that Settlement Housing Fund’s mission and goals are carried out effectively.

Job Duties

  • Supervise direct reports including a Program Coordinator and Building Coordinator and provide effective oversight and support to tenant services staff.
  • Foster a positive team culture that emphasizes collaboration, respect, accountability, and continuous learning.
  • Provide leadership and guidance in crisis intervention and assist with complex resident issues as needed.
  • Work closely with staff to develop individualized case management plans and strategies that meet resident needs.
  • Ensure that all resident case files and service records are accurate, up to date, and maintained in compliance with agency and funder requirements.
  • Collaborate with property management to address resident concerns related to rent collection, arrears, and public assistance benefits.
  • Coordinate and support building‑wide and community engagement initiatives in collaboration with coordinators, resident engagement staff, and partner agencies.
  • Represent the department in meetings with community partners, government agencies, and internal stakeholders.
  • Monitor and analyze program outcomes; generate reports and metrics to assess performance, implement best practices, and identify areas for improvement based on feedback and data.
  • Assist with grant management and contract reporting in partnership with the Senior Director of Social Services and Resident Engagement.
  • Contribute to strategic program planning, policy development, and innovative program solutions.
  • Perform other related duties as assigned by the Director of Social Services and Resident Engagement.

Leadership, Supervision, and Staff Development

  • Lead and supervise program staff, providing coaching and training to support professional growth and ability to take on increasingly complex work.
  • Lead performance management: set annual goals, conduct mid‑year/annual reviews, implement improvement plans, and recognize high performance.
  • Design and oversee staffing and workforce development pathways, including recruitment, structured onboarding, cross training, scheduling, and career progression.
  • Lead staff development and performance growth by identifying training needs, providing ongoing coaching, and supporting professional development opportunities.
  • Foster a coaching culture through reflective supervision, case consultation, and peer case conferences.
