
Pursuit & Proposal Specialist

Role description This is an exciting opportunity for a self-motivated individual to join our international team with support from one of the best-qualified full-service environmental consulting firms in the world. The Pursuit & Proposal Specialist, with the support of strong, internationally recognized staff, will utilize their expertise and knowledge of the full pursuit process, from positioning and capture planning through post-proposal submittal debriefing, in supporting client teams to successfully win projects. Their primary focus is the planning, scheduling, development, and finalization of responses to client requests for qualification, proposals, bids, and presentations that result in contract and/or project awards.
Role accountabilities
The Pursuit & Proposal Specialist collaborates closely with other specialists, Market Sector Leaders, Technical Solution Leaders, Account Leaders, Pursuit Leaders, and Project Managers to support the preparation and production of proposals. This includes participating in capture planning and win strategy development, identifying proposal needs such as resources, materials, and expertise, and carrying out tactics to secure project awards.
The role involves researching internal capabilities and resources to meet opportunity-specific requirements, collecting and tailoring information and materials in partnership with capture and proposal teams. Serving either as Lead Proposal Manager or Proposal Support Resource, the specialist contributes to winning strategy development, coordinates go/no-go discussions, reviews and interprets RFPs, and develops proposal management plans.
Managing data calls, developing meeting agendas, coordinating team activities and meetings, driving schedules, facilitating quality reviews, enforcing RFP compliance, and ensuring that proposal production and delivery deadlines are met are all critical responsibilities of this role.
Writing and tailoring proposal content is essential, involving interviewing staff and technical experts, incorporating win strategy and capture plan information, meeting RFP requirements, and crafting persuasive, competitive responses that highlight features, advantages, and benefits.
The specialist supports other Pursuit and Proposal Specialists with planning, reporting, research, and client or Account Leader communications as needed, providing clear written and verbal instructions for action items and following up on progress to maintain momentum.
Additional duties include developing proposal-specific templates and data call requests, working with graphic designers and team members to communicate requirements and expectations, coordinating resources and workload balancing with other specialists, and performing knowledge management activities such as updating, organizing, cataloging, and storing information for current and future proposal and marketing needs.
Supporting business development pipeline activities, including data collection, updating, and report preparation, as well as assisting broader client development efforts like Marketing/Communications (sales collateral, trade shows, conferences) and Tools & Systems (CRM, Knowledge Library), are also part of the role’s scope.
Qualifications & Experience
Required: Minimum 5 years’ A/E/C experience in marketing, proposals, or business development, and a bachelor’s degree (or equivalent experience) in a related field such as communications, marketing, business, engineering, science, or architecture; proven experience developing and writing proposals with a solid understanding of RFP and proposal processes.
Core technical skills: Proficiency in MS Word, Excel, and PowerPoint; preferred experience with Adobe Creative Suite (especially InDesign) and working knowledge of Office365 tools (SharePoint, OneDrive, Teams).
Certifications (optional): APMP or CPSM certification is preferred but not required.
