The Cy-Fair Fire Department (CFFD) is seeking a highly skilled and experienced Director of Facilities & Construction Management. This executive-level leader will oversee all District infrastructure initiatives, including capital construction, facility planning, and strategic oversight of the Facilities Manager and maintenance staff. The Director serves as the District’s internal Owner’s Representative and ensures high-quality station construction, reliable building operations, and long-term asset sustainability to support mission-ready fire and EMS operations. The Director of Facilities & Construction Management plays a critical leadership role in protecting District infrastructure investments and ensuring facilities support safe, efficient, and mission-ready operations.
Pay Rate:
Director of Facilities & Construction Management:
$135,000 to $175,000 annually
Annual Education Pay:
Associate’s Degree: $1,200.00
Bachelor’s Degree: $1,800.00
Master’s/Doctorate Degree: $2,400.00
Schedule:
40-hour work week, Monday–Friday. This position may require remaining on duty beyond scheduled hours, including attendance at evening meetings, emergency responses, site visits, or weekend project oversight as needed.
*Accrual increases every 2 or 3 years, depending on length of service
Retirement:
TCDRS 7 % employee contribution, 14% employer contribution
457(b) Voluntary retirement account, Department contribution matches up to 3%

PPO HSA $5,000: The Department covers 100% of the employee premium and 90% of the family.
The department makes a quarterly contribution towards the HSA account.

Currently through Guardian
The Department pays 100% of the premium.
Life Insurance : $50,000 policy. The Department pays 100% of the premium.

The Department partners with Aflac for supplemental insurance. This is available for purchase by the employee. Additional Life insurance is available for purchase by the employee.
Essential Job Functions
- Performs all work duties and activities in accordance with Department Standard Operating Guidelines, including Bulletins, Memos, Safety guidelines, Personnel Handbook and Chief’s Orders.
Definitions:
Capital Improvement Plan (CIP): Long-term strategic program for the construction of new fire stations and facility expansions.
Facilities Operations: Ongoing repair, maintenance, and lifecycle management of all existing District buildings and grounds.
Owner’s Representative (Internal): A senior executive responsible for protecting the District’s interests throughout planning, design, construction, and closeout phases.
Duties may include but are not limited to the following:
Provide executive leadership for new station construction and major renovation projects.
Serve as the District’s internal Owner’s Representative through planning, design, procurement, construction, and closeout.
Establish and maintain District-wide design standards, construction specifications, and station layout templates.
Lead procurement and selection of architects, engineers, contractors, and consultants.
Review and approve contracts, pay applications, change orders, and major procurements.
Facilities Operations Oversight
Provide direct supervision, mentorship, and performance evaluation of the Facilities Manager.
Approve preventative maintenance programs, lifecycle replacement schedules, and annual maintenance plans.
Oversee facility safety policies, maintenance standards, and work-order response expectations.
Conduct quarterly facility condition assessments and present findings to Command Staff.
Approve major repairs and capital maintenance expenditures.
Strategic Planning & Infrastructure Management
Develop and maintain the District’s long-range Facilities Master Plan.
Identify station replacement, renovation, expansion, and major system upgrade needs.
Maintain district-wide asset inventories and lifecycle schedules.
Provide recommendations regarding property acquisition and facility expansion.
Budgeting & Financial Oversight
Develop and manage the multi-year Capital Improvement Plan (CIP) budget.
Oversee annual building maintenance budgets.
Ensure financial accountability and protection of District assets.
Provide monthly updates on construction progress and facility maintenance performance metrics.
Coordinate with Command Staff, suppression personnel, and vendors to align facility needs with operational requirements.
Serve as the District’s point of contact for permitting authorities, county/state agencies, and utilities.
Education/Degrees:
Bachelor’s Degree in Construction Management, Architecture, Engineering, Facilities Management, or related field.
Certifications/Licenses:
Valid Texas Class C driver’s license with acceptable driving record.
OSHA 30-Hour Construction Safety Certification (or ability to obtain within 6 months).
NIMS IC 100, 200, 300, 400, 700, and 800 (or ability to obtain within 90 days).
Highly Preferred:
Certified Construction Manager (CCM) – Issued by the Construction Management Association of America (CMAA).
Project Management Professional (PMP) – Issued by the Project Management Institute (PMI).
Preferred:
Facility Management Professional (FMP) or Certified Facility Manager (CFM) – Issued by the International Facility Management Association (IFMA).
Coordinate with Command Staff, field personnel, and vendors to align facility needs with operational requirements.
Serve as the District’s point of contact for county, state, and utility entities involved in permitting or inspections.

Physical Demands:
Ability to lift and/or carry approximately 25 pounds using proper lifting techniques.
Ability to navigate uneven terrain at active construction sites.
Ability to climb ladders, stairs, and scaffolding for inspection purposes.
Ability to work in outdoor conditions, including heat, humidity, and inclement weather.
Ability to wear required personal protective equipment (PPE) during site visits.
Ability to meet physical demands necessary to perform essential job functions with or without reasonable accommodation.
