The Okeechobee Utility Authority is seeking an experienced, strategic, and service-oriented
Executive Director
to lead the operations, planning, and administration of our water and wastewater utility serving the community. With approximately 60 employees, the Executive Director will provide executive-level leadership while ensuring regulatory compliance, financial sustainability, operational excellence, and high-quality customer service.
This role works closely with the Board of Directors, senior staff, regulators, the community, and partner agencies to ensure safe, reliable, and cost-effective water and wastewater service.

Key Responsibilities
Provide overall leadership and direction for the utility’s water and wastewater operations
Implement Board policies and strategic goals; advise the Board on operational, financial, and regulatory matters
Oversee regulatory compliance with federal, state, and local requirements
Direct financial management, including budgeting, rate planning, audits, and long-term capital planning
Lead and support a management team and workforce of approximately 60 employees
Oversee capital improvement projects, asset management, and infrastructure planning
Represent the utility to local governments, industry organizations, and the public
Promote a culture of safety, accountability, and transparency
Required (5-10 years of progressive related work experiences)
Bachelor’s degree in engineering, public administration, business administration, or a related field
Significant senior-level management experience in a water, wastewater, or public utility environment
Strong knowledge of utility operations, regulatory compliance, and public-sector governance
Proven leadership, communication, and decision-making skills
Preferred
Professional licensure (e.g., PE) or advanced utility certifications
Experience working with a Board
Demonstrated success in capital planning, rate setting, and organizational leadership
