Job Description The

Senior Business Analyst

will support the Texas Health and Human Services Commission on the Medicaid IT-Contracted Systems modernization project. This role is responsible for providing project and product oversight of integrated Medicaid IT systems efforts while supporting the delivery of application functionality. The worker will assist in developing processes and documentation to ensure a consistent understanding and approach aligned with the agency's direction for an integrated solution. This position requires a professional who can independently manage complex tasks with a high degree of creativity and latitude, while serving as a liaison between business stakeholders and IT teams.

Responsibilities

Coordinate with outside vendors to complete projects and service requests, and define, assign, and evaluate their work. Develop and/or review project artifacts such as test cases, requirements documentation and traceability, and design and technical specifications. Consult on the analysis of systems, troubleshoot problems, and support solution implementations. Manage a project's scope, acceptance, and deployment, and monitor system integration and user acceptance testing. Identify a project's potential risks and difficulties and design strategies to mitigate or avoid them. Perform analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas. Review, analyze, and evaluate business systems and user needs to formulate systems that parallel overall business strategies. Support and provide oversight of documentation and delivery of application functionality as part of the Medicaid IT-Contracted systems applications team. Assist in creating processes and documentation to ensure a consistent and integrated approach aligned with agency direction. Serve as a liaison between the business community and Customer IT teams, including Architecture, Project Delivery, and Application Sustain. Requirements

Minimum Qualifications

8 years of experience coordinating with outside vendors to complete projects and service requests, including defining, assigning, and evaluating their work. 8 years of experience developing and/or reviewing project artifacts such as test cases, requirements documentation and traceability, and design and technical specifications. 8 years of experience consulting on system analysis, troubleshooting problems, and supporting solution implementations. 8 years of experience managing a project's scope, acceptance, and deployment, and monitoring system integration and user acceptance testing. 8 years of experience identifying project risks and difficulties and designing strategies to mitigate or avoid them. 8 years of experience performing analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas. Preferred Qualifications

3 years of experience using TFS to create, manage, and maintain requirements throughout the development lifecycle. 3 years of experience working in an Agile environment, preferably SAFe. 3 years of experience using Microsoft products such as MS Office, SharePoint, and Copilot. 3 years of demonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations, including knowledge of business rules engines, workflow orchestration, and familiarity with Azure-hosted cloud solutions. 3 years of experience and knowledge of Texas HHSC processes as well as Texas Medicaid and CHIP systems. 3 years of experience updating portfolio project management tools and managing state-level major information resource project information. Project Management Professional (PMP) certification is a plus. Additional Requirements

May be required to work outside normal business hours, including evenings, weekends, and holidays, as requested. No remote work is permitted; this is a fully onsite position. Candidates must be local to the Austin, TX area.

Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding Texas state holidays
