DEPUTY CHIEF OF TRAINING Job Location: Address: 701 East Jefferson St Phoenix, Arizona 85034 Posting Details: Salary: $138,000.00 Grade: 28 Closing Date: 03/18/2026 Job Summary: The Arizona Department of Corrections, Rehabilitation, and Reentry (ADCRR) is seeking a driven leader to join our team as the Deputy Chief of Training. The ideal candidate will provide strategic leadership for innovative training programs that align with and support the agency's vision, enhance workforce capability, and promote continuous learning across the organization. In this role, you will oversee the Correctional Officer Training Academy (COTA), the Training Bureau, the Office of Professional Development, and the Curriculum Design Unit. The Deputy Chief of Training will play a crucial role in shaping the organization's learning culture, ensuring our workforce is equipped with the tools and knowledge to excel in their roles.

Job Duties:

Manages and oversees activities within the Staff Development and Training Bureau's in-service Training Unit, Professional Development and Curriculum Design team

Manages and oversees through subordinates a pre-service academy for Correctional Officers; develops, evaluates, and implements a 13-week comprehensive correctional officer training curriculum in accordance with the Arizona Peace Officer Standards and Training Board (AZ POST Board)

Manages and oversees, through subordinates and within the Operations Division, a Field Training Program for pre-service cadets and post-graduation officers

Meets regularly with Administrators to ensure programs and services are provided as mandated and in accordance with applicable laws, rules, regulations, policies, and procedures

Develops and implements innovative action plans, metrics, and reports to improve programs and services, to ensure compliance with professional training standards, and to ensure the success of the programs within the Staff Development and Training Bureau

Drive organizational capability by implementing adult learning principles that upskill the workforce, address skills gaps, and foster a high-performance environment

Assists in policy development and oversees lesson plans, ensuring they are up to date with policy revisions

Provides high-level consultation services to agency leadership

Participates in policy development and revisions related to the areas of assignment

Tours facilities and conducts on-site inspections to monitor activities and policy compliance

Completes special projects and assignments

Attends meetings and trainings as required

Drives on State business

Performs other duties appropriate to the assignment

Selective Preference(s): The Ideal candidate will possess:

A minimum of ten years of progressively responsible managerial experience

A Bachelor's degree in Business/Education is preferred or other related field and/or managerial experience with progressive levels of administrative responsibilities

Strong organizational and communication skills

Proficiency with Google Workspace/Suite and Learning Management Systems (LMS)

5+ years of experience in training coordination and administration, focused on strategic planning and tracking program effectiveness

Project management, multitasking, attention to detail, and familiarity with adult learning principles

Pre-Employment Requirements: Employment is contingent on the selected applicant passing a background investigation.

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Driving and the use of a vehicle is an essential function of the job and are required. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement: Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
