CRIME ANALYST & COMMUNITY COORDINATOR The City of Moline, Illinois SALARY:

$31.91 - $46.26 Hourly

$66,363.44 - $96,227.25 Annually

POSITION INFORMATION: Under the direction of the Chief of Police, performs advanced professional work involving crime analysis, statistical reporting, strategic research, and coordination of community engagement initiatives. Responsible for the collection, analysis, interpretation, and presentation of crime and operational data to support command staff decision making, resource allocation, and public transparency. Coordinates public information functions including Crime Stoppers, community events, social media, press releases, and public crime reporting initiatives.

Work requires independent judgment, analytical expertise, initiative, and the ability to manage multiple high priority assignments involving sensitive and confidential information.

ESSENTIAL DUTIES: Crime Analysis and Strategic Intelligence:

Collect, analyze, and interpret crime data from RMS, CAD, NIBRS, and other data systems to identify patterns, trends, and emerging issues.

Prepare weekly, monthly, quarterly, and annual crime statistical reports for command staff.

Develop hotspot maps, temporal analyses, offender pattern reports, and intelligence bulletins.

Support strategic planning initiatives through data driven recommendations.

Conduct analytical studies on crime trends, deployment patterns, response times, clearance rates, and operational performance indicators.

Develop predictive and comparative crime analyses using historical data and statistical methods.

Prepare executive level summaries and presentations for the Chief of Police, City Administration, and City Council.

Coordinate with the Police Information Technicians to ensure accuracy of NIBRS reporting and classification standards.

Assist with grant data collection, performance measures, and required reporting metrics.

Community Engagement and Public Information Coordination:

Coordinate and manage the Quad Cities Crime Stoppers program.

Develop, draft, and distribute press releases in coordination with command staff.

Assist with department social media platforms to ensure accurate, timely, and professional communication.

Prepare and publish the department annual report.

Coordinate community events including National Night Out and other engagement initiatives.

Serve as liaison with media representatives on data-related inquiries as assigned.

Maintain public facing crime statistics tools consistent with department policy.

Interagency and Administrative Coordination:

Serve as liaison with external law enforcement agencies and other crime analysts regarding crime trend sharing and intelligence coordinator.

Participate in interdepartmental meetings and represent the department on data and public information initiatives.

Ensure compliance with state and federal crime reporting standards.

Maintain strict confidentiality of sensitive investigative and personnel information.

Other duties may be assigned.

QUALIFICATIONS Training and Experience

Bachelor's degree or equivalent from a four-year college or university preferred; or Associate's degree or equivalent plus two (2) years of related and progressively responsible experience; or high school diploma or GED equivalent plus four (4) years related and progressively responsible experience; or equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

Knowledge, Skills and Abilities

Advanced skill in data analysis, spreadsheet development, and report preparation. Skill in GIS mapping software and data visualization tools preferred. Exceptional skill in written and verbal communication, including preparation of executive summaries and public communicating. Ability to interpret complex data sets and translate findings into actionable recommendations. Ability to present technical information to diverse audiences including command staff, elected officials, media, and community groups. Ability to maintain confidentiality and exercise sound professional judgment. Ability to coordinate multiple projects and meet statutory deadlines.

Exceptional skill working with the public, employees, and in maintaining effective working relationships with other employees, officials, agencies, vendors and the public; expert skill in organizing, completing and reporting on assigned projects; multitasking; composing clear, concise and informative correspondence; proofreading; and advanced skill in using Records Management Systems, Microsoft Outlook, Word, Excel, and PowerPoint software; and performing data entry with a high degree of accuracy.

Ability to maintain absolute confidentiality of the materials and situations encountered on the job; define problems, collect data, establish facts and draw valid conclusions; respond effectively to inquiries and complaints; solve complex problems involving several variables within a familiar context; calculate fractions, decimals, and percentages; understand and carry out established policies and procedures; interpret a variety of instructions in written, oral, picture or schedule form; and perform budgeting and bookkeeping duties.

Certificates, Licenses, Registrations

Valid Illinois driver's license or equivalent

Illinois LEADS Less Than Full Access Certification within three (3) months of hire.

Certified Law Enforcement Analyst after year three (3) of employment.
