Position Summary Performs complex (journey-level) purchasing and contract management work for the agency. Work involves developing and evaluating a broad range of contracts from commodities to services. Works under the General Counsel and Chief Procurement Officer with general supervision and moderate latitude for the use of initiative and independent judgment.
Responsibilities
Plans and processes procurement and contract documents while ensuring compliance with applicable laws, regulations, and agency policies.
Develops solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders and vendors, and negotiating contract specs.
Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contracts and policies.
Prepares and submits vendor performance reports in the Vendor Performance Tracking System (VPTS) for any contracts that require it.
Evaluates expenditure data and makes projections to ensure appropriate use of funds.
Reviews fiscal expenditure reports for completeness, appropriateness, and accuracy.
Coordinates and facilitates procurement-related meetings such as kick‑off and pre‑proposal meetings, post‑award conferences, team briefings, and evaluation scorings.
May assist with negotiating contracts, contract renewals, and amendments.
Assist in conducting needs assessments to determine requirements for the purchase of goods or services.
May recommend the cancellation of contracts and assist in the dispute resolution process.
Serves as a liaison with contract providers to ensure participation is consistent with program, legal, and fiscal requirements.
Prepares and distributes solicitations to vendors, reviews responses, and issues purchase orders to include all phases of the procurement lifecycle while verifying accuracy, terminology, and specifications.
Demonstrates knowledge of state procurement and contracting regulations.
Processes an array of purchases and procurements ranging in all complexities to meet the needs of the agency with a large percentage being IT‑related.
Performs other duties as assigned.
Education
Graduation from an accredited four‑year college or university with major in accounting, finance, business, or related field is preferred.
High‑school diploma or equivalent certificate required.
Experience and Training Required
Minimum two years’ experience in purchasing, contract development, management, or evaluation work including at least one year processing purchases using the 1122 Program.
Experience of State of Texas regulations and policies regarding contract development, purchasing, contract monitoring, and contract management.
Knowledge, Skills, and Abilities
Knowledge of, or the ability to rapidly assimilate information related to TXCC, State and Federal regulations, legislation, guidelines, policies and procedures.
Knowledge of contracting regulations, policies and procedures, and community resources.
Knowledge of and skill in interpreting and applying state and federal laws and regulations.
Ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Ability to be organized, flexible, and able to effectively prioritize in a multi‑demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Ability to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Must possess skills to effectively negotiate features of a contract.
Ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Must be skilled to effectively evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements.
Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Ability to always work in safe manner, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Computer Skills
Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Ability to learn new software/systems.
Other Requirements
Regular and punctual attendance at the workplace.
Criminal background check.
Working Conditions
