Job Summary This position is in the Investigations Unit (IU) of the District of Columbia Office of the Inspector General (OIG), an organization responsible for promoting the economy, efficiency, and effectiveness of, and preventing and detecting corruption, fraud, waste, abuse, and mismanagement in District government programs and operations. Criminal Investigators (CI’s) plan and conduct thorough criminal investigations of suspected or alleged violations of federal and District laws. The results are presented to responsible officials who make or invoke criminal, civil or administrative actions, judgments (decisions), sanctions, and/or penalties.

Duties And Responsibilities The CIs primary duties are to investigate criminal and non-criminal cases of importance to the DC OIG and District government. They consult with senior investigators and/or supervisors for initiating investigations, formulating investigative plans and violation matrix, investigating, and providing work products in a timely manner. They develop schedules of investigative milestones relevant to the conduct of individual work assignments and receive complaints or allegations under procedures identified in the Investigations Unit Standard Operating Procedures (SOP) for the criminal investigations program. They analyze complaints or allegations against applicable laws, regulations, and policies in terms of potential credibility.

They secure facts and develop evidence from all sources to establish the extent and nature of violations, preparing and maintaining case files, completing all required actions in the electronic case management system, and placing all documents in the system. They properly seize and safeguard evidence to preserve the integrity of the chain of custody, conduct interviews and ensure that all District employees and non-employees interviewed during an official investigation are provided all requisite warnings, as the circumstances warrant. They create an accurate, clear, and well‑written record of events associated with all interviews and investigative activity. For administrative cases, they draft reports of investigations for responsible management officials to take any necessary corrective action.

They conduct all investigative responsibilities and duties, such as executing search warrants and subpoenas, under established investigative policies and procedures. They assist the Department of Justice and United States Attorney’s Office to prepare cases for presentation to federal grand juries, assist the District of Columbia Office of the Attorney General to prepare cases for criminal, civil, and/or administrative actions, testify in court as required, and participate in routine surveillance activities. They keep appropriate supervisory personnel timely informed on investigative plans and activities and conduct administrative investigations involving payroll, travel, personnel management, waste, or mismanagement of resources, procurement, contracting issues, and standards of conduct violations.

They also perform other related duties as assigned.

Medical Requirements This position requires the applicant to take and pass a pre‑employment physical examination. It requires moderate physical exertion involving walking, standing, running, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning to allow applicants to perform the assigned duties. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily; corrective lenses are permitted, and vision must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Because the duties may involve activities under stressful conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to themselves or others is disqualifying.

Physical Demands The work may involve long periods of standing and recurring stooping and bending. It can require frequent and recurring surveillance in which there is considerable walking, stooping, bending, and climbing. The incumbent may have to remain in one location for many hours without relief. The work may also include frequent lifting of moderately heavy objects such as luggage or boxes in cargo containers. Incumbents must also be prepared to protect themselves or others from physical attacks, are required to use firearms as required by the position, and must carry a firearm.

Work Environment The work is performed in a fast‑paced environment with constantly changing priorities; an office setting with adequate lighting, heating, and ventilation. However, duties may require frequent visits to areas with high crime rates to conduct interviews of suspects and surveillance operations, which may include exposure to extreme weather conditions outside in the elements (i.e., rain, heat, cold, etc.). The incumbent is required to carry a firearm.

Special Requirements This position will be subject to enhanced suitability screening pursuant to Chapter 4 of D.C. Personnel Regulations, Suitability – Safety Sensitive. This position requires the CI to possess, upon appointment, and maintain a valid U.S. driver’s license. The position requires the CI to take and pass a pre‑employment physical examination. Applicants must successfully qualify with the use of a firearm and maintain all established requirements for carrying and using firearms and follow use of force guidelines in accordance with investigative policies and procedures. Firearms qualification is mandatory as part of the assigned duties. Special safety precautions are required, including the use of protective equipment, non‑lethal force generators, mechanical restraints, and firearms.
