Primary Purpose Coordinating and assigning the data edit requests; coordinating data maintenance processes with engineering, operations and field personnel; implementing data changes from field inspections; developing clearance maps and feeder approval processes with operations; receiving and processing edit requests from the OMS Model Administrator; providing job training as needed; updating/maintaining plats using CAD software; managing the versions in the Graphic Information System (GIS) database; developing and maintaining GIS data maintenance procedures; following GIS data maintenance specifications; publishing maps for viewing applications such as ArcFM and NMT-Faar on a periodic basis; maintaining the quality and consistency of data within GIS; reviewing the completeness and data integrity for dependent systems such as OMS, WMIS, CAD, SAP, GWD, etc.; and ensuring GIS symbology, connectivity and annotation rules.

Primary Duties

Prints feeder maps as needed, including Feeder Maps, Plats, Progress Drawings, etc.; edits tasks in database (GIS/WMIS); interprets engineering drawings; updates/maintains plats using GIS and other appropriate software.

Provides CAD drawings, maps, stored displays, shape files and PGDB (Personal Geo Database) files to internal, external customers, and specific external agencies. Prints maps as needed, including Feeder Maps, Plats, Progress Drawings, etc.

Performs Emergency and Storm Contingency Work as needed.

Tests all GIS related applications and tools as needed.

Edits data/tasks in GIS to reflect field‑installed quantities of auditable units of property and has the ability to interpret engineering drawings.

Follows QA/QC procedures. Creates data queries/reports as needed to report out on data quality and asset performance.

Recommends productivity improvements.

Updates/maintains land base and electric network facility data and maps using GIS/CAD and other appropriate software.

Posts proposed and final construction drawings as required.

Checks for completion of WMIS As‑Built jobs requiring manual posting close‑out per required task.

Reviews the WMIS/SAP Failure, GIS Pending Manual Posting, OMS/FMS, and other reports as needed to ensure data is entered properly as‑built in GIS.

Keeps track of all requested actions and status of issues.

Works in conjunction with supervisor and others on the development of data model changes and other technical discussions associated with the tracking of asset data in CAD/GIS.

Coordinates work at direction of immediate supervisor or higher classified Graphic Editor and assigns, coaches, and helps train lower‑classified employees. Creates training guides as needed.

Minimum Qualifications

Associate's degree in Design, Applied Science, Engineering Technology or related field or the equivalent combination of education, training and/or experience satisfactory to the Company.

Demonstrated ability to read, write, speak, comprehend and communicate clearly and accurately with the English language.

Knowledge of general drafting standards, practices and procedures and the ability to complete accurate drawings on schedule.

Experience demonstrating skill reading and interpreting engineering/construction plans and drawings.

Ability to interpret Grid Coordinate Systems (Longitude and Latitude coordinates).

Ability to understand and apply General Safety Procedures applicable to the job.

Experience demonstrating skill using PC‑based word processing, spreadsheet, PDF conversion, database and e‑mail software.

Experience demonstrating skill following technical instructions or procedures (e.g., operating procedures, standards, code requirements, specifications).

Demonstrated ability to perform the duties and requirements of all lower classifications.

Demonstrated ability to work as a team member and cooperate, accepting opposing ideas from other team members.

Must be willing and able to work overtime on a regular basis, consistent with the Labor Agreement.

Must successfully pass qualification tests of Technical and Computer Aptitude.

Minimum of five years of experience and satisfactory performance as a Graphic Editor B.

Demonstrated enhanced ability to use Computer‑Aided Design technology at a high level of proficiency and efficiency by successfully completing ESRI training and demonstrating learned proficiency in building models for GIS analysis, turning data into information, working with annotation, and working with geodatabase domains and subtypes.

Performs the duties of lower classified employees as necessary.

Employees in this classification are NERC & FERC regulated; they are required to comply with NERC & FERC standards and maintain certifications annually.

Performs work indoors and occasionally outdoors, requiring some physical activity.

Sitting at a computer workstation with some walking involved; occasionally requires bending, twisting, kneeling, or squatting. Drives a company car as required.

Occasionally works around energized equipment in areas ranging from very hot to very cold temperatures.

Passes a hearing test in the audible range with or without a hearing device.

Passes a color vision test for CADD applications.

Preferred Qualifications

Design experience with Esri's ArcGIS Geographic Information System (GIS), ArcMap, ArcSchematics, knowledge related to the electric utility industry, and design experience with MicroStation.

Experience using ESRI GWD ArcMap and ArcCatalog, and experience with ESRI ArcSchematics.

Hourly rates will be paid in accordance with terms of the candidate’s skills, qualifications, experience or collective bargaining agreement: $51.69/Hr.
