Salary Range: $83,000 - $122,000. This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirements for the job.

More About the Role This position involves managing and supervising customer service, code plan examiners, supervisors, and front-line staff. It focuses on effectively and efficiently supporting both customers and staff by enforcing all relevant codes and regulations while addressing any general inquiries. The role is responsible for delivering high-quality customer service and ensuring customer expectations regarding building codes and general questions are met or exceeded. Additionally, this position collaborates with senior management and the executive team to develop and implement various initiatives. It facilitates the creation of strategies and performance measures, continually improves processes, manages customer expectations, and serves as an ombudsman for Mecklenburg County Code Enforcement.

Position Summary Manage and supervise, administrative of code enforcement function of the team to effectively and efficiently enforce all applicable codes. Works with staff and professional designer community working / handling more complex consultations, investigations, evaluations and planning, and/or determination of life safety impacts of work processes. This Manager position is responsible for serving as a leader and is responsible for project management oversight, delegation, the review of environmental, infrastructure and implementation of projects/plans according to codes and regulations.

Essential Functions

Manage staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and disciplinary recommendations

Solve complex code interpretation issues

Review and make recommendations on state statutes and code changes

Establish policies and procedures

Serve as a liaison, task team member, or chairman of technical and customer service teams within the Code Enforcement Division

Provide technical guidance and advice regarding applicable code enforcement regulations to Architects, Professional Engineers, Contractors, the general public, and/or other interested parties in person, over the phone, or in writing

Administer, monitor, and evaluate specialized programs and/or ordinances related to code enforcement

Serve as a liaison with employees, citizens, and external organizations; represents the County at a variety of meetings, public events, training sessions, on committees, and/or other related events

Participate in change efforts that assist organization to transform to new business models and assist in development, recommend and implement new processes, standards or operational plans that will have impact on the achievement of functional results

Assist with budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures

Coordinate with peer Code Enforcement Managers to assure consistency within the department

Ability to manage all HR requirements in relation to staff

Minimum Qualifications Experience Minimum of six years of code related experience and/or seven years in the design or construction industry including one year of supervisory experience or completion of an approved supervisory training program.

Education Bachelor’s degree in Architecture, Construction Management, Engineering. Combination of relevant education and relevant experience accepted? Yes.

Licenses and Certifications

Annual Motor Vehicle Record (MVR) check required

Requires a valid North Carolina or South Carolina Driver's License

Requires County Driving Privileges

Ability to obtain at least one Level III Certificate from the North Carolina Qualifications Board within one year of hire

Course certification in legal aspects of building code enforcement in North Carolina

Preferred Qualifications Professional Engineer or Architecture.
