Primary Purpose This position is responsible and accountable for contributing to the optimum utilization of the Bethel Park School District's financial operations to meet the goals and philosophy of the District, through the development and the direction of the implementation of financial policies and programs within applicable state federal constraints. Administers and oversees personnel operations, provides leadership, consulting and serves as a resource by evaluating and ensuring compliance with state and federal employment regulations as well as the PA Department of Education.
Essential Functions
Attend all committee and public board meetings unless excused by the Superintendent.
Have all legal notices and public advertisements prepared and posted. See that monthly financial report is prepared and distributed to the Board of School Directors. Supervise the processing of all official documents and direct the use of the official seal.
Establish with the Superintendent, Board, and administrative staff, the School District budget and then oversee that budget to assure conformance to it.
Prepare, issue, and maintain reports, analyses, and interpretations of all the District's accounts and performance against the budget.
Initiate, develop, and recommend those accounting, auditing, budgeting, procurement, policies, and procedures that are necessary for fiscal control of the budget as approved by the Board of School Directors.
Act as supervisor for: the Business Office staff and the Human Resources Department.
Study the financial and potential financial needs of the School District and relate this to potential income with particular attention to state and federal subsidies.
Advise all negotiating teams as it relates to financial and personnel matters.
Addresses personnel matters in their department such as annual performance evaluations, succession planning, compensation, hiring, terminations, employee discipline, staffing needs, and various staffing concerns in conjunction with the Human Resources Department.
Manages and oversees the hiring and interview process, and the retirement of personnel in their department in conjunction with the Human Resource Department.
Oversees health benefits, COBRA, PSERS Administration, and all benefit administration including life insurance.
Coordinate and manages the District's staffing plan, and wage and salary development.
Participates in the collective bargaining process for the purpose of negotiating the District's union contracts.
Manages and monitors the functions of workers compensation, in accordance with School District requirements and communicates employee injuries to the District's Safety Committee.
Monitors and oversees all unemployment claims and disputes.
Maintains ProSoft security.
Right to Know Officer.
Additional Duties Performs other related duties as assigned and in accordance with school policy, administrative regulations, state, and federal laws.

Qualification Profile Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:
A Bachelors degree or higher in School Finance, Economics, or Education Administration.
A working experience in school finance, school law, transportation, and school administration including budgeting, insurance.
A broad working knowledge of the school system.
Ability to demonstrate leadership and communicate with people both within and outside the school district.
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
