Main Purpose of Job This position directs, plans, organizes, and controls the Maryland State Police Forensic Sciences Division's daily activities, including operation of the Crime Scene Units throughout the state. The Director manages the output and quality of work of each unit through the Deputy Director, develops and implements strategic plans to guide laboratory direction, optimizes resources, and ensures sustainable, high‑quality operations. The Director assures the quality of forensic work performed by division members and the continued accreditation of the laboratory through the Quality Assurance Manager, and is responsible for the division's budget requests.
NOTE:
This is a management service position and is at the will of the appointing authority; employment may be terminated for any non‑illegal or unconstitutional reason at the discretion of the appointing authority.
Position Duties
Directs, organizes, and controls the division's daily activities, including operations of the Crime Scene Section stationed throughout the state; develops and implements strategic plans to guide laboratory direction, optimize resources, and ensure sustainable, high‑quality operations.
Manages the output of each unit through the Deputy Director and the Chief Toxicologist; assures the quality of the forensic work performed by division members, oversees the laboratory’s accreditation through the Quality Assurance/Safety Manager; recommends and/or administers reprimand or disciplinary actions of division members up to and including a recommendation to terminate employment.
Is responsible for the division's budget requests, including grant projects, new programs, staff, capital equipment, and training requests for each fiscal year; generates the division's annual report and reports to the General Assembly.
Proposes new legislation as needed for accomplishing the Forensic Sciences Division goals and objectives; provides legislative committee testimony on related new law proposals.
Gives lectures and speeches as needed to a wide variety of groups, including local, state, and national government bodies.
Advises the Criminal Investigation Bureau on scientific and forensic matters; provides information used to improve departmental operations.
Acts as the department’s representative in matters of forensic sciences such as Maryland’s Forensic Laboratory Advisory Committee, ensuring the department’s participation in the advancement of forensic sciences in Maryland.
Keeps abreast of current methods and trends in forensic science through conferences and review of forensic literature; performs a variety of other duties as needed or required.
Minimum Qualifications Education:
Possession of a Master’s degree in chemistry, biology, biochemistry, genetics, medical technologies, pharmaceutical science, or a related physical, natural or forensic science from an accredited college or university.
Experience:
Applicants must have a minimum of eight years of experience in comparative analysis or scientific evaluation of evidence, including experience in providing court testimony as an expert forensic witness. Four of the eight years must have been in a full‑time supervisory or managerial capacity.
NOTE:
Possession of a Doctorate degree in any of the above disciplines from an accredited college or university may be substituted for two years of the required non‑supervisory experience.
Desired or Preferred Qualifications Applicants ideally have at least three years of experience in the management of an ASCLD/LAB accredited forensic laboratory, including budget and grants management and direct interaction with legislative bodies concerning current or future legislation.
Licenses, Registrations, and Certifications Employees may be assigned duties that require operation of a motor vehicle and must possess a valid motor‑vehicle operator’s license in Maryland.
Persons appointed must possess the certification or license required by the governing body of the forensic discipline associated with the job duties. Specific information can be obtained from the Forensic Sciences Division.
Special Requirements
Applicants will be subject to a complete criminal background investigation and polygraph examination before appointment can be made; a criminal conviction may be grounds for rejection.
Employees are subject to call‑in on a 24‑hour basis and must provide a reachable telephone number.
Employees must have access to an automobile for use on official business if a state vehicle cannot be provided. Standard mileage allowance will be paid.
Employees are subject to substance‑abuse testing in accordance with Code of Maryland Regulation 17.04.09.
Selection Process Only candidates who meet the minimum qualifications will be considered. Successful candidates will be placed on an Eligible List and remain eligible for consideration for at least one year from the date of examination.
