Reports To: Chief Operations and Student Services Officer

FLSA Status: Exempt

REQUIRED EDUCATION and/or EXPERIENCE:

  • 7+ Years of experience in operations, including at least three years of operational leadership or administrative experience at the school, district or state level (AP, principal, coordinator, director); equivalent combination of training and experience which provides the required knowledge, skills and abilities.
  • Bachelor's or Master's Degree in the area of Business, Management, Engineering, Education Administration or related field.

Must have current government issued identification

The terms of employment detailed in this job description are based on full time employment during the school year. Conditions of employment adjusted for part time employees or individuals who are hired for less than an entire school year.

GENERAL SUMMARY:

To plan, supervise, direct, and evaluate all activities and functions of facilities management, including maintenance; facility engineering; construction design criteria management; capital maintenance; facility space planning and utilization; environmental programs; energy and utilities programs; fire marshal inspection; vehicle fleet management; playground programs; custodial, grounds, and pest control services. To ensure that programs are consistent with District goals and objectives; provide leadership and direction of subordinates who administer the major programs within the above areas.

ESSENTIAL FUNCTIONS:

  • Supports and upholds the mission, vision and strategic goals of Lexington County School District One towards increased outcomes for students.
  • Interacts, communicates and collaborates with all stakeholders effectively.
  • Establishes a safe, supportive, positive and productive working and learning environment.
  • Operates general office and technology equipment needed for daily activities.
  • Maintains confidentiality regarding all employee and student information.
  • Participates in all professional meetings and training sessions as required.
  • Requests and maintains materials needed for daily responsibilities and essential functions; provides for safe storage and proper use of all tools, equipment and materials.
  • Reviews district policies relating to areas of responsibilities and provides draft revisions to district leadership.
  • Provides leadership, coordination, development, implementation and evaluation of the district's operations programs.
  • Possesses strong management and administrative skills; has experience working with multiple organizational units.
  • Performs other job-related duties as assigned.

Operations, Building Facilities and Maintenance

  • Serves as principal advisory to the Superintendent and Chief Operations Officer for the facilities management department functions of maintenance, engineering, capital maintenance, space utilization, environmental, energy, playgrounds, fire inspection, vehicles, custodial, grounds, pest control services and property;
  • Supervises all assigned facilities management branches providing leadership and direction for all assigned responsibilities;
  • Works closely with Instructional Services division, as well as the Athletics, Safety/Security, Transportation and IT departments on issues involving all assigned responsibilities and operational needs;
  • Acts as the senior contract administrator for contracts for all facilities management requirements;
  • Prepares and maintains facility assessments and long-range plans for renovations and maintenance of educational facilities;
  • Plans programs, and executes preventive and reactive maintenance programs for all facilities;
  • Plans, programs, and executes custodial, grounds, solid waste, and pest control services for all facilities;
  • Maintains, updates, and publishes the facility design requirements for the district capital building and capital maintenance programs;
  • Provides engineering support for studies and designs associated with real estate, capital building and maintenance programs;
  • Manages space utilization for administrative buildings and plans and executes school and administrative departmental moves;
  • Manages a process to gather, review, execute facility and related new program requests submitted by schools and departments across the district.
  • Plans, programs, designs and executes capital maintenance programs,
  • Manages environmental programs including asbestos, lead, underground storage tanks, fuel systems, air quality, drinking water quality, wastewater, hazardous waste, and hazard communication; as well as conservation programs such as recycling and composting within school settings;
  • Plans, programs and executes energy programs, including building automation, utility accounts, energy projects, and conservation programs with central services locations and schools;
  • Plans, programs, designs, installs, and maintains playgrounds for all facilities;
  • Manages and maintains Operations Division vehicle fleet for all Operations departments;
  • Manages and publishes electronic facility drawing library to ensure consistency of facility information and access to facility records; and,

Other Responsibilities

  • Prepares agenda information relating to areas of responsibility;
  • Conducts a continual analysis of standard systems and procedures utilized in the Construction, Maintenance and General Operations Departments;
  • Provides information and statistics and compiles reports for various federal and state agencies, other school districts, etc.;
  • Assists in shaping District Capital Building programs;
  • Makes periodic reports to the COSSO and Superintendent concerning budgets and status of all assigned programs;
  • Works with the Senior Leadership Team in preparation of the annual budgets and assists in presenting this information to the Board of Trustees and public as requested;
  • Provides for the continual training and development of all employees within the areas of responsibility;
  • Maintains membership and active participation in national, state, and local services and professional associations organizations and committees to ensure competency in areas of responsibility; and,
  • Performs other duties as assigned by the Chief Operations and Student Services Officer.

SUPERVISORY RESPONSIBILITY:

Responsible for operations materials and supplies budget(s) as assigned. Supervises certified and classified staff members as assigned.

OTHER SKILLS and ABILITIES:

Ability to perform duties with awareness of all district requirements and Lexington County School District One Board policies. Must be able to access reliable transportation.

Knowledge of the policies, procedures and activities of the school district that pertain to the specific duties and responsibilities of the position. Knowledge of the principles of finance, accounting, and management relating to the budgetary, planning and financial aspects of the job. Knowledge of the required records, diagrams, specifications, charts, documents, and related information that must be prepared and maintained as a requirement of the job. Knowledge of the methods and procedures used by the district in the selection of contractual professional services. Knowledge in the principles of management, supervision and staff development. Ability to plan, design, implement and monitor capital improvement projects within the district and ensure project completion in accordance with approved plans and specifications. Ability to interpret, apply and adhere to all pertinent state, federal and local government accounting regulations and procedures. Advanced management, technical, leadership, analytical, and organizational skills. Ability to assemble and analyze information. Ability to prepare written reports, specifications, bidding documents, etc. in a clear, concise, and effective manner. Ability to monitor the work of contracted professionals and to recognize any deviation from plans and specifications. Ability to interact in an effective manner with staff, district personnel, contractors, engineers, architects, vendors, and other groups and individuals involved in work activities. Ability to recognize connections across a system and the value in shared planning and decision-making. Exemplary planning skills and extensive planning and management experience. A demonstrated ability to achieve results. Demonstrated success in human relations, decision-making, problem solving, and execution of multi-dimensional responsibilities. Ability to maintain high standards of accuracy in exercising duties. Ability to anticipate work to be completed and complete work without the need for direct supervision. Ability to maintain confidentiality of employee and student records and information. Ability to demonstrate high-level application of technology devices in the performance of daily activities. Ability to demonstrate proper maintenance, safe operation and utilization of equipment, materials and supplies used in daily activities. Ability to interact and communicate effectively with students, parents, teachers, administrators, colleagues and all other stakeholders involved in the activities of the job.

Personal computer experience required. Strong knowledge of word processing, e-mail, spreadsheets, electronic file management, the internet, and reporting and presentation software. Ability to establish and maintain effective working relationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to apply knowledge and current research and theory. Ability to organize and implement a flexible work schedule in order to meet reporting deadlines. Ability to self-monitor and manage multiple tasks while working individually and with members of a group. Ability to submit all requested reports and documentation in a timely manner and in accordance with scheduled deadlines. Some extended hours and multiple demands from several people are frequently required of the employee. Computer literacy required.
