Employment Type: Contract / C2C / 1099 / W2 (via Dhaka Technologies Limited)
Location: Maryland (Hybrid)
On-site kickoff + periodic in-person meetings required
All work must be performed within the United States
Duration: Through June 30, 2026 (no extensions planned)
Hourly Rate: $70 – $90 per hour (based on experience)
Job Description
Dhaka Technologies Limited is seeking a senior Fractional IT Leader / Interim IT Director to support its public-sector client, the Health Department, Maryland . The consultant will provide executive-level IT leadership to guide execution of an existing IT Modernization Roadmap , with emphasis on governance, cybersecurity, data modernization, and operational oversight.
This is a hands‑on advisory leadership role ideal for candidates with prior government or public-health IT modernization experience.
Responsibilities
- Provide fractional executive IT leadership and strategic guidance
- Lead execution of an established IT Modernization Roadmap
- Develop or refine IT governance, prioritization, and intake processes
- Identify and manage IT and cybersecurity risks
- Assess cybersecurity posture (NIST-aligned) and advise on IR/DR
- Guide data governance, integration, and analytics improvements
- Support internal staff executing modernization initiatives
- Deliver bi‑weekly status reports and monthly executive briefings
- Participate in on‑site kickoff and required in‑person meetings
Requirements
Required Qualifications
- 10+ years of IT leadership experience
- Proven experience supporting state, county, or local government IT programs
- Strong background in:
- IT strategy and governance
- Cybersecurity leadership (NIST frameworks)
- Risk management and compliance
- Experience with HIPAA and 42 CFR Part 2 compliance
- Excellent executive communication and stakeholder management skills
- Ability to operate independently in a fractional/consulting role
Compliance Requirements
- Must use client‑issued laptop(s) for all work
- No work permitted outside the United States
- All data must remain within U.S.-based systems
- Must be eligible to work on U.S. public-sector contracts
