Overview
***IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE CONSTRUCTION PROJECT MANAGER, OR BE REACHABLE ON THE CIVIL SERVICE LIST, EXAM # 8042.*** The Director of the Milling Contract Management Unit (MCMU) will manage MCMU, consisting of a staff of Project Managers, Field Supervisors, Assistant Civil Engineers, Interns and Clerical staff. The Director will lead the Unit responsible for managing DOT’s milling contracts from inception through closure. This includes procuring contracts, developing specifications and estimates, bidding and registration of contracts with DOT ACCO, and establishing a compliance process related to Executive Order 39 to improve city fleet and truck safety as it relates to milling contracts. The Director will manage contracts, including developing contract task orders, overseeing the contractor’s work, and administering payments until contracts are completed. The Director will oversee communications with stakeholders, including community representatives, borough Street Maintenance units, and utility companies, coordinating milling work with DOT’s in-house resurfacing crews and utility work. The Director will lead the Unit to work closely with DOT’s Fiscal and EAB team to ensure payments are processed efficiently, and will oversee final reviews of contracts and processing of necessary change orders.
Responsibilities
- Manage the Milling Contract Management Unit (MCMU) staff and operations.
- Proactively oversee milling contracts from inception through closure, including procurement, specifications, estimates, bidding, and registration.
- Establish and maintain compliance processes related to Executive Order 39 for fleet and truck safety in milling contracts.
- Develop contract task orders, oversee contractor performance, and administer payments through contract completion.
- Coordinate communications with stakeholders (community representatives, borough Street Maintenance units, and utility companies).
- Coordinate milling work with DOT in-house resurfacing crews and utility company projects.
- Collaborate with DOT’s Fiscal and EAB teams to ensure timely processing of payments.
- Perform final reviews of contracts and process change orders as needed.
Minimum Qualifications
At least six years of full-time satisfactory experience in construction management work on capital projects, each with a dollar value of at least $15,000; at least eighteen months in a managerial or consultative capacity in an organization responsible for construction management; and a combination of the following, sufficient to total ten years of education and experience:
- Full-time satisfactory experience in construction inspection on capital projects, each with a value of at least $15,000. One year of acceptable experience credited for each year of construction inspection up to a maximum of four years.
- Full-time satisfactory experience in building construction as a journeyperson in one or more skilled building construction trades. One year of acceptable experience credited for each year of journeyperson experience up to a maximum of four years.
- Education in an accredited college leading to a bachelor’s degree in architecture, landscape architecture, or related engineering fields (e.g., civil, structural, bridge design, electrical, mechanical, sanitary). Credits are given on a 30 credit per year basis for up to four years of acceptable experience.
- A New York State license as a professional engineer or registered architect, or a reciprocal license from a state with reciprocity with New York, may be substituted for the four years of education and experience described above. However, all candidates must have at least six years of experience in construction management, including at least eighteen months in a managerial or consultative capacity.
License Requirements
Possession of a Motor Vehicle Driver License valid in the State of New York. Employees must maintain the license during their employment.
