Description

The Kentucky Department of Veterans Affairs (KDVA) is seeking a highly qualified and experienced executive to serve as Executive Director of the Office of Kentucky Veterans Centers (OKVC). The Executive Director provides comprehensive leadership and oversight for five State Veterans Homes operating under the Federal VA State Veterans Home Program and certified for participation in Medicare and Medicaid through the Centers for Medicare & Medicaid Services (CMS). The Office of Kentucky Veterans Centers is a mission-driven, nonprofit state agency dedicated exclusively to serving Kentucky’s veterans. The agency is funded through a combination of federal VA per diem support, Medicare and Medicaid reimbursement, and Commonwealth general fund appropriations. The Executive Director position is based in Frankfort, Kentucky, with regular statewide travel required.

Essential Duties And Responsibilities

  • Provide strategic direction and executive leadership for a multi-facility, statewide long-term care system
  • Ensure compliance with all applicable federal and state regulations, including CMS Conditions of Participation and VA State Veterans Home requirements
  • Oversee fiscal management, budget development, and stewardship of state and federal funding sources
  • Develop and implement long-term strategic plans aligned with agency mission and statewide priorities
  • Maintain accountability and provide regular reporting to the Executive Branch, Cabinet leadership, and the Kentucky General Assembly
  • Promote quality improvement initiatives and performance excellence across all centers
  • Supervise senior leadership and foster a culture of integrity, service, and operational excellence
  • Serve as primary liaison with veterans’ organizations, policymakers, regulatory agencies, and community stakeholders

Preferred Qualifications

  • Master’s degree in healthcare administration, public administration, business administration, or related discipline
  • Experience within the VA State Veterans Home Program or government-operated healthcare systems
  • Experience working with legislative bodies or executive branch leadership
  • Licensed Nursing Home Administrator (where applicable)

  • Excellent written and verbal communication skills
  • Ability to manage multiple facilities and diverse leadership teams
  • Demonstrated commitment to serving veterans and their families

Minimum Requirements

EDUCATION: Bachelor’s degree in healthcare administration, business administration, public administration, or a related field

EXPERIENCE, TRAINING, OR SKILLS: Significant executive-level leadership experience in healthcare, long-term care, or multi-site healthcare operations. Demonstrated knowledge of CMS regulations, Medicare and Medicaid reimbursement systems, and regulatory compliance. Experience managing complex budgets and public funding sources. Proven ability to lead within a highly regulated environment
