Position Overview
Harmonia is seeking a Director of Cybersecurity and Subject Matter Expert (SME) for National Security and Defense to help shape, pursue, and deliver cybersecurity operations and Security Operations Center (SOC) capabilities across the Department of Homeland Security (DHS), Department of Justice (DOJ), Department of Defense (DoD), and related agencies.
This is a senior leadership role for a trusted cybersecurity practitioner with deep experience in federal cyber defense programs, SOC operations, and Cybersecurity Service Provider (CSP) models. The Director will serve as a strategic partner to Harmonia’s Growth and Business Development teams, while also acting as an operationally credible advisor to customers, evaluators, and internal delivery teams.
The ideal candidate brings firsthand experience building, assessing, and operating enterprise cybersecurity programs, understands how federal components evaluate cyber maturity, and can translate that expertise into winning, compliant, and executable solutions.
Responsibilities
- Growth, Capture, and Customer Engagement: Partner closely with Business Development and Growth leadership to shape and pursue medium to large SOC, cyber defense, and adjacent cybersecurity services opportunities across DHS, DOJ, DoD, and related agencies.
- Establish and maintain trusted relationships with government cybersecurity leaders, program managers, and mission stakeholders to create strategic inroads and early visibility into emerging requirements.
- Support opportunity qualification and capture activities, including gate reviews, competitive assessments, and pursuit strategy development.
- Brief and advise C-suite and executive leadership on capture strategy, probability of win, investment decisions, and pursuit risk, providing data-driven and experience-based recommendations.
- Provide subject matter leadership during pre-Request for Proposal (RFP) shaping, helping Harmonia influence requirements through informed dialogue and solution credibility.
Solution Shaping and Proposal Involvement
- Lead or contribute to solution architecture and operational design for SOC, cyber defense, and Cybersecurity Service Provider (CSP) programs.
- Define win themes, customer pain points, discriminators, and value propositions grounded in real-world federal cyber operations.
- Actively support proposal development, including:
- Technical and management solution input
- Evaluation criteria mapping
- Compliance alignment with key federal cybersecurity mandates
- Pink Team, Red Team, and Gold Team reviews
- Ensure proposed solutions are compliant, compelling, and operationally credible, with clear execution paths post-award.
Cybersecurity Program and SME Leadership
- Serve as a senior cybersecurity Subject Matter Expert (SME) across Harmonia’s national security and defense portfolio.
- Provide expert guidance on:
- Security Operations Center (SOC) and cyber defense operations
- Cybersecurity Service Provider (CSP) operating and assessment models, including maturity, governance, and designation criteria
- Cybersecurity program assessments and continuous monitoring
- Authority to Operate (ATO) lifecycle support and sustainment
- Advise internal teams and government customers on governance frameworks, policy alignment, performance metrics, and enterprise cybersecurity maturity.
Required Qualifications
- Fifteen or more years of experience in federal cybersecurity, cyber defense, or SOC operations, with significant exposure to DHS, DOJ, DoD, or comparable national security organizations.
- Demonstrated experience leading, architecting, or assessing SOC and Cybersecurity Service Provider (CSP) programs within the Federal Government.
- Deep understanding of federal cybersecurity policy and compliance frameworks, including:
- DHS 4300A policy
- NIST SP 800-53
- NIST Cybersecurity Framework
- FISMA and federal Authority to Operate (ATO) processes
- Proven ability to support capture and proposal efforts, including solutioning, win theme development, and evaluator-focused positioning.
- Experience briefing senior government and corporate executives on cybersecurity strategy, program risk, and investment tradeoffs.
- Strong written and verbal communication skills, with the ability to translate complex cyber concepts for technical and non-technical audiences.
- U.S. Citizenship required.
Desired Qualifications
- Prior experience assessing or auditing federal cybersecurity programs, Security Operations Centers, or Cybersecurity Service Providers.
- Experience supporting or leading multi-component or enterprise-wide cybersecurity initiatives.
- Familiarity with DHS, DOJ, and DoD cybersecurity governance and oversight models.
- Experience developing cybersecurity scoring models, maturity frameworks, or performance metrics.
- Background working with or alongside the Cybersecurity and Infrastructure Security Agency (CISA) or Department of Defense cyber organizations.
- Active or previously held federal security clearance.
