Public Trust or Higher Specific Job Responsibilities:

Serve as the principal liaison to the HHS Contracting Officer's Representative (COR), other Government stakeholders, and subcontractors. Provide high-level oversight, coordination, and tracking of all project activities, encompassing IV&V, technical assessments, communications, financial management, risk analysis, and general administration. Lead contract administration and ensure the timely and accurate submission, review, and approval of all deliverables. Manage key personnel and oversee staffing levels to ensure comprehensive support and adherence to the Level of Effort as approved. Direct risk management planning and quality assurance initiatives, ensuring all program documentation and communications conform to HHS standards. Monitor and report on project performance, contract compliance, and schedule/quality metrics; develop and execute corrective action plans as necessary. Lead project meetings and prepare/present Weekly Activity Reports (WARs), Financial Status Reports (FSRs), and Quarterly Status Reports (QSRs). Oversee program transition activities to ensure knowledge transfer, operational continuity, and a successful closeout. Enforce and implement Section 508 compliance protocols for all program deliverables. Uphold federal and HHS policies regarding security, professional conduct, background checks, and records management. Minimum Required Qualifications:

Bachelor's degree in information technology, business, program management, or a closely related field from an accredited institution. Minimum of 6 years' experience overseeing complex government IT or IV&V projects. Experience in managing cross-functional teams engaged in IV&V, technical reviews/assessments, and program support for federal civil agencies. Demonstrated proficiency in program leadership, contract administration, risk management, quality assurance, and federal records management. Exceptional communication, organizational, and leadership skills. Designated Public Trust (NACI with fingerprinting) minimum security clearance per HHS suitability required. Strong written and verbal presentation capabilities. Value-Added Qualifications:

PMP (Project Management Professional) certification. Master's degree in project management, information technology, or related discipline. Experience implementing Section 508 compliance standards. History of successful program transition management and continuous process improvement in a Federal or HHS context. Experience with HHS or similar large-scale federal initiatives preferred.
