Summary The Proposal Manager supports proposal development teams in responding to sole source and Engineering Change Proposal (ECP) customer requests. The Proposal Manager works with other proposal team members to prepare proposals that meet schedule deadlines in accordance with CAE proposal management and estimation processes and guidelines. The Proposal Manager collaborates with functional groups including Program Management, Business Development, Finance, Procurement, Subcontracts, and Engineering.

Responsibilities Support other proposal managers in planning, development, validation, and delivery of complete proposals (typically those with low to medium risk and complexity). Includes technical solution, execution strategy, schedule, cost, price, and all deliverable documentation.
Assist senior proposal managers on larger, more complex proposals
With oversight, responsible for developing and managing less complex proposals.
Interface with Business Development, Engineering, Program Management, Contracts, Security, Supply Chain, and other stakeholders for proposal-related activities and to communicate proposal scope of work
Responsible for supporting and producing proposals that meet quality, compliance, and schedule requirements
Support the proposal team through the proposal process from receipt of Request for Proposal (RFP) to delivery of proposal
Review and interpret the RFP to help determine customer requirements and disseminate this information to the proposal team
Review customer requirements and, in collaboration with System Architects / Designers, and other engineers help ensure that the requirements are articulated appropriately in the proposal.
Devise or help more senior proposal managers devise a plan to ensure a proposal is executed in the timeframe available
Develop or help document outlines, writing assignments, and templates in accordance with the RFP
Work with assigned proposal coordinators, writers and editors, throughout proposal process
Coordinate the review of all proposal deliverables
Coordinate various proposal meetings and reviews including costing and documentation (in accordance with proposal and estimation processes)
Help collect and document risks
Help maintain documents on departmental proposal SharePoint sites for assigned proposals
Regularly update proposal tracking tools
For small response efforts, may perform the role of the proposal writer
Qualifications And Education Requirements Bachelor’s degree in Engineering, Business Administration, English, Communication, or related field
Typically requires 1-3 years of pertinent experience in proposals, project management, procurement/subcontracting, or related areas for Department of Defense or other federal agencies
Familiarity with FAR 15 Table 2 requirements for sole source proposals
Ability to successfully support teams in a volatile and dynamic environment
Ability to learn and understand technical systems
Ability to deal with ambiguity and remaining customer focused
Sound decision making skills
Must have excellent communication, interpersonal skills, and presentation skills
Ability to interpret complex internal customer requirements and attitudes from verbal, non-verbal, and written communication
Ability to multi-task with minimal supervision and under pressure
Results-oriented, innovative and creative
Good organizational skills and business acumen
Must be proficient in Microsoft Office tools
Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
Preferred Skills Awareness of military protocols and customs
Familiarity with cost/price estimation
Knowledge of products and services related to DoD training and flight simulator market
Familiarity with SharePoint, Salesforce, and other proposal management tools and technology
Security Responsibilities Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
Other Information This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers and filing cabinets.
