THE ROLE The Division of Rights of Way, Appraisals Section, is responsible for acquiring property through eminent domain for the Department's Capital Program. The Appraisal Section ensures property rights are valued in accordance with State and federal law. Appraisers in the Appraisal Section are required to hold an appraiser license to perform their duties. Appraisers ensure that property acquisitions are completed in accordance with State and Federal law while accommodating the schedule as provided in the Department's Capital Program.
This position requires the ability to perform field work and meet with property owners and other stakeholders, in a variety of environments. Applicants must be able to walk over undeveloped, rough and uneven terrain, included wooded areas, fields, or areas with brush and vegetation, in construction zones, and near traffic, during varying weather conditions. Applicants must be able to walk extended distances outdoors, navigate natural ground conditions, climb stairs or similar structures, and stand for prolonged periods while performing duties.

Examples of Duties Working Lead Level As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work; Provides staff training and assistance; Conducts or assists in conducting performance evaluations; Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards; Prepares reports and correspondence; Performs related duties as required.
Advanced Working Level Leads or participates in field investigations and negotiations necessary for purchase, lease or tenant occupancy of land, buildings, other improvements, easement rights or revenue development; Prepares commercial leases, agreements, deeds and related documents; Oversees relocation activities and makes suggestions as to appropriate courses of action; Prepares appraisals of real property to be acquired, sold or leased; Prepares cost estimates, title searches, deeds and condemnation documents; Inspects designated properties to determine scope of projects and areas to be affected; Testifies in court in condemnation proceedings to sustain values recommended; Recommends alterations where such changes will result in a more reasonable award to property owners; Supervises disposal of excess properties through transfer to other state agencies or formal or informal bids to the public; Monitors tenant compliance with lease agreements; Establishes and maintains liaison with engineers, engineering consultants, municipal agencies and other state agencies in connection with property appraisal and acquisition activities; May review appraisals submitted by staff or fee appraisals for conformance to proper valuation techniques; May be assigned special projects; May supervise rental and leasing of state-owned properties; May develop and manage specific properties or leases to enhance revenue production; Performs related duties as required.
Knowledge, Skill and Ability Considerable knowledge of methods and practices of land acquisition by purchase or condemnation;
Knowledge of/ real estate appraisal;
relevant state and federal laws, statutes and regulations concerning relocation of displaced property owners and tenants, public utility location and relocation as they affect rights of way processes, property and commercial leases, service contracts, space rental agreements, tenant and lease holder rights;
effect on property values of deed restrictions, zoning ordinances, setbacks, assessments and encroachments;
property management including lease negotiation, needs assessment, proposal analysis and revenue enhancement;
Considerable interpersonal skills;
oral and written communications skills;
Ability to utilize computer software;
Supervisory ability.
Minimum Qualifications Seven (7) years of technical experience in rights of way, real estate appraisal, land acquisition, sale of real property, commercial leasing or property management.
Substitutions Allowed College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
Certification by the International Right of Way Association as a Senior Right of Way Professional may be substituted for one (1) additional year of the General Experience.
Preferred Qualifications Connecticut Certified General Real Estate Appraiser license
Experience in the writing of appraisal and appraisal reviews of complex properties that include commercial, industrial, and specialty uses
Comprehensive understanding of real property valuation concepts and terminology
Experience applying valuation processes and procedures to unique appraisal problems
Critical thinking experience in the development of a credible opinion of value
Experience with strong written and oral communication in the defense of an opinion of value
Experience in eminent domain, litigation, expert witness testimony, or other similar experience with contentious circumstances
Experience reading and interpreting transportation design plans and property maps
Experience managing and prioritizing a diverse workload and meeting deadlines
Experience working independently, being well-organized, self-motivated and taking ownership of assignments
Experience problem solving, recommending, implementing effective solutions in a timely manner
Special Requirements Incumbents in this class involved with the appraisal of real property must successfully complete agency-specified real estate appraisal courses and possess and retain a current Connecticut Real Estate Appraiser license and either a Residential and/or General appraiser certification as required by the position.
Incumbents in this class may be required to travel.
Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
