Opportunity for an Experienced Professional Transportation Planning Manager to Direct Divisional Activities for an Accredited Public Works Department! The City of Gainesville is looking for the right person to coordinate efforts to implement innovative, multi-modal urban transportation practices that support the City of Gainesville’s goals to create a vital, economically stable and viable community.

We need someone with advanced knowledge of transportation planning issues, practices and regulations that can lead our fantastic team of hard working employees as well as analyze organizational performance and the effectiveness and efficiency in achieving desired results.

The right person must have a Master’s degree in civil/transportation engineering planning and five years of progressively responsible transportation planning experience. It is preferred that you are action oriented with great oral and written communications skills and have at least one year of supervisory experience.

A typical work week would involve:

Directing the transportation planning division's activities

Management of complex projects and work teams

Planning, organizing and overseeing the GIS system

Producing written and oral reports, studies, presentations, correspondence, analyses and recommendations relating to transportation and public works planning activities for public and inter-agency audiences

Researching funding sources and preparing grant applications

Establishing and maintaining effective working relationships and coordinating work with inter-agency departments and other public agencies

NATURE OF WORK Managerial work directing the Transportation Planning Division’s activities while performing complex professional transportation planning work.

CLASSIFICATION STANDARDS The single position allocated to this classification reports to the Public Works Director and works under general supervision. Work in this class is distinguished from higher classes by its emphasis on transportation and public works related planning activities and from lower classes by its divisional managerial responsibility and use of independent judgment and ingenuity in planning work.

ESSENTIAL JOB FUNCTIONS

Uses transportation planning expertise and experience to perform traffic analysis, create public, inter-agency and team communications, perform innovative problem solving and manage complex projects and work teams.

Plans, organizes and oversees work of the Geographic Information System, strategic planning and performance measurement programs.

Supervises, plans and coordinates work of subordinates.

Produces written and oral reports, studies memoranda, correspondence, analyses, and recommendations relating to transportation and public works planning activities.

Maintains and operates computer based travel forecasting model to evaluate future transportation needs.

Establishes and maintains effective working relationships and coordinates work with other City departments, other public agencies such as Alachua County, Florida Department of Transportation, North Central Florida Regional Planning Council, as well as private consultants and the general public.

Coordinates efforts to implement innovative multi-modal urban transportation practices that support the City’s goals to create a vital, economically sustainable and livable community.

Makes presentations and recommendations to advisory committees, advisory boards, and the City Commission based on results of completed studies and sound planning practices.

Researches and explores funding sources for transportation and other public works activities and prepares grant applications.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Conducts field investigations and interviews and secures data for transportation projects/studies.

Keeps records and prepares periodic and special reports based on research, interviews, or field investigations.

Performs other related duties as assigned.

MINIMUM REQUIREMENTS Masters degree from an accredited four year college or university in civil or transportation engineering or planning, geography, public administration or related field and five years of progressively responsible transportation planning experience to include at least one year of supervisory experience; or an equivalent combination of training and experience which provide the required knowledge, skills and abilities.

LICENSES/CERTIFICATES Valid Florida Driver License required at time of appointment.

NOTES Required to work and attend meetings normal outside regular business hours.

SELECTION FACTORS

Thorough knowledge of advanced transportation planning issues, principles, practices, regulations and techniques.

Knowledge of computers and relevant software, particularly transportation planning models and computer mapping systems, including all Microsoft Office products. Experience with preparing reports, documents and data using computer software.

Ability to communicate effectively and clearly, orally, in writing and graphically and to prepare succinct, coherent and technically accurate reports and analyses and to present such reports and analyses to diverse groups, including the city commission.

Ability to work effectively with coworkers and the general public.

Ability to prepare and maintain accurate records and reports.
