Position Specific Details: This position is collegewide and requires occasional travel to various campus locations as needed. While responsibilities may take place across multiple locations, the primary work location is the Office of the President, situated on the Terry Campus in Dover, Delaware.

Summary Statement: An incumbent is responsible for developing, leading, managing, organizing and implementing professional development and training opportunities for all salary plans, aligned with the College’s priorities, supporting the operations and mission of the College.

Nature and Scope: An incumbent reports to a senior administrator within the office of the president and serves as a member of the College’s human resources leadership team. The role includes new employee onboarding and orientation, supervisory training, leadership development, collegewide mentorship programs, and regular collaboration with senior leadership.

Principal Accountabilities

Leads, develops, and manages onboarding and orientation programs for newly hired employees, collaborating with senior leaders and the Center for Creative Instruction and Technology for content delivery and tracking.

Organizes, develops, manages, and coordinates all aspects of the collegewide Supervisory Training Program, including presentation development and annual recognition.

Organizes, develops, manages, and coordinates all aspects of the collegewide Emerging Leaders Academy, including application, selection, senior leadership coordination, and tracking of required participation.

Organizes, develops, manages, and coordinates all aspects of the College’s semi-annual professional development days.

Organizes, develops, manages, and coordinates all aspects of the College’s New Faculty Development program in collaboration with the Center for Creative Instruction and Technology and Academic Affairs.

Orchestrates orientation and training events for new department leadership, updating LMS content in collaboration with the Center for Creative Instruction and Technology and Academic Affairs.

Organizes, develops, manages, and coordinates all aspects of the College’s administrator retreats.

Serves as a member of the collegewide Equity Committee to collaborate on initiatives such as the annual equity summit and ensure inclusive DEI integration in professional development.

Coordinates administrative logistics for workshops, programs, and training—scheduling, vetting proposals, managing room reservations, announcements, participant tracking, and recognition.

Oversees the College’s performance evaluation system, forms, and tools for all salary plans, providing supervisor training and recommending updated evaluation tools aligned with professional development goals.

Designs, manages, updates, facilitates, and evaluates additional professional development activities as needed, using assessment tools and data to guide future offerings.

Participates in college meetings and serves on collegewide committees.

Provides updates to senior leadership regarding revisions and new professional development initiatives aligned with college priorities and higher education trends.

Researches best practices in human resources related to professional development, provides recommendations, assists with policy drafting, conducts special projects, and prepares reports.

Plans, assigns, reviews, and evaluates the work of professional, technical, and support staff.

Performs other related duties as required.

Knowledge, Skills, and Abilities

Knowledge of the principles and practices of public human resources administration.

Knowledge of applicable state, federal and College laws, rules, regulations, policies, and procedures pertaining to assigned human resources functions.

Knowledge of the relationship between human resources functions and organizational operations and requirements.

Skill in the collection, analysis, and presentation of data from a variety of sources.

Skill in oral and written communication.

Skill in the interpretation and application of applicable federal and state laws, and College rules and guidelines.

Excellent interpersonal and communication skills.

Proficiency in the use of learning management system (LMS) technology as well as other trending instructional and professional development technology.

Proficiency in the use of word processing, spreadsheet, and presentation software programs (e.g., Microsoft Word, Excel, and PowerPoint).

Ability to use sound judgment and reach logical conclusions.

Ability to identify and analyze problems/needs/issues, assess their impact and make recommendations.

Ability to supervise staff.

Ability to develop, recommend, and implement campus or College human resources operating procedures or policies.

Ability to establish and maintain effective working relationships with College/campus administrators, supervisors, employees, and the public.

Ability to effectively communicate and relate to a diverse population in a multicultural environment.

Minimum Qualifications

Bachelor’s degree in a relevant field and four (4) years of responsible supervisory experience; or other equivalent combination of education and experience.

Experience in higher education, human resources, and/or instruction is preferable.
