
Assistant Director of Parking

Overview
East Carolina University Department of Parking is responsible for the registration and identification of all vehicles operated by staff, faculty, students and visitors that park on University property. During an academic year, averages of 14,000 vehicles are registered with the department, in addition to the issuance of 10,000 temporary parking permits to guests and visitors to the University. The department is responsible for the enforcement of the University Parking and Transportation Services regulations, which supplement NC Motor Vehicle Law, and for the collection of parking fines incurred when violations of the regulations occur. This represents the issuance of approximately 30,000 parking citations per year. The department also administers a Parking & Transportation Committee as a management and advisory committee and Citation Appeal Board that provides an adjudication system for students, staff, faculty and visitors who have received parking citations. Approximately 3,000 appeals are handled during the academic year. The department is responsible for the collection and accounting of more than 2 million dollars in revenue from parking fees and fines, of which 80% must be transferred to the NC Department of Instruction. The department is responsible for the physical planning and maintenance of all University parking facilities and parking and traffic equipment and signage. Bicycles are registered with the unit to decrease theft and help maintain the bicycle parking on campus. The department manages all Motor Fleet Management vehicles assigned to East Carolina University. Currently, approximately 40 vehicles are assigned to various departments within the University. This requires an annual verification of vehicles leased to ECU by MFM, quarterly reports of vehicles not meeting minimum mileage and other record keeping and reporting as required by MFM. Responsibilities
Serve as the operational executive for Parking Services and report to the Director of Parking and Transportation Services. Exercise comprehensive, independent decisionmaking authority over critical departmental programs: enforcement, customer service, and event logistics. Direct the ongoing design, implementation, and assessment of the entire parking control program, setting enforcement priorities and managing relationships with campus safety and local authorities. Lead and support the university’s parking management system, serving as primary liaison between the Parking & Transportation department and the software provider and ECU’s ITCS Department. Act as the primary operational representative for the department, negotiating and coordinating with Athletics, Campus Events, and Facility Services to ensure seamless 24/7/365 operational coverage. Directly manage the performance, professional development, and day‑to‑day workflow of the operational lead staff, including enforcement and administrative staff. Recommend salary adjustments, initiate and oversee disciplinary actions, manage recruitment, and conduct final performance evaluations for all direct reports. Design and implement mandatory, formal training programs for all parking staff on policy interpretation, technology use, and customer conflict resolution. Oversee revenue systems, ensuring accountability, and contribute to the annual budget process. Establish and implement internal control procedures for cash handling, citation payments, and permit sales; conduct periodic audits of cash reconciliation reports. Assist the Director with developing budget proposals for the operational maintenance of parking infrastructure and technology systems. Research and draft comprehensive revisions to the official ECU Parking and Traffic Ordinance, ensuring compliance with state and federal laws. Act as the Final Administrative Reviewer for complex Level 2 parking citation appeals and requests for exception. Contingent upon availability of funds. Qualifications
Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Preferred Experience, Skills, Training/Education
Industry Certification: Possession of (or ability to obtain within 12 months) professional industry credentials such as Certified Parking Professional (CPP) or Parking Enforcement Compliance Professional (PECP). Progressive Enforcement Leadership: 5+ years of direct experience in parking or code enforcement, with a proven track record of increasing responsibility and field‑team management. Multi‑Agency Event Coordination: 2+ years of experience managing the logistical complexities of large‑scale campus or municipal events, specifically coordinating between enforcement, safety, and facilities teams. Supervisory Authority: 2+ years of formal supervisory experience, including performance evaluation, staff training, and the application of administrative policies. Special Instructions for Applicant
