Ensures county financial resources are used wisely by applying for and securing grants for our senior programs and parks, monitoring the annual budget, and suggesting and assisting with planning capital projects.**Duties and Responsibilities****The functions listed below are those that represent the majority of the time spent working in this class.
Management may assign additional functions related to the type of work of the class as necessary.*** Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.* Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.* Participates in guiding the County’s park and senior services planning and development with involvement in all aspects of strategic and long-range planning, development, and management of projects.* Assists in managing purchasing activities for park operations, capital projects, maintenance services, and recreational programming in accordance with County policies.* Creates, edits, and updates the department's policies and procedures manual.* Coordinates information technology initiatives.* Monitors budget expenditures; obtains information from division managers and administrative support staff, other departments, and other agencies; performs budget analysis.* Assists with the annual operating and capital budgets preparation.* Researches, applies for, and implements department grants. Prepares and submits reports and paperwork as requested or required.* Ensures the successful achievement of senior services programs and parks performance goals.* Assists as a liaison between the department and the general public.* Serves as a point of contact for concessionaires for bait camps, fair and rodeo facilities, sports complexes, and recurring events.* Performs related work as assigned.**Minimum Education and Experience Requirements:*** Requires a Bachelor’s degree in parks and recreation or a similar major. Equivalent professional experience will be considered in lieu of a bachelor’s degree.* Requires six years of experience, of which two are in a supervisory position, in parks and recreation operations, social services program development, or closely related experience.**Physical Demands/Work Environment:***Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.**Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.*The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.The work is typically performed in an office.Emergency Preparedness Tier Level:
