This position balances organization wide operational performance with community stewardship objectives. This position operates with a high degree of autonomy, developing and executing departmental operations, forecasted strategies, and budgets that are mission critical to the Casino properties while building facilities recognized for safety, integrity, and guest experience excellence.

Duties and Responsibilities Strategic Leadership

Develop and execute a comprehensive operational strategy for Security, Surveillance, and Facilities aligned with organizational business objectives and growth initiatives of Casino properties.

Lead culture initiatives that promote accountability, professionalism, guest service excellence, and safety while honoring the historical and cultural traditions that define the Northern Arapaho community.

Drive compliance and sustainability initiatives incorporating organization-wide training standards, core competency models for departmental supervisory teams, and standardized procedures across all three divisions.

Mitigate legal and operational risk through policy development, procedural oversight, and proactive communication and training strategies.

Security Operations

Lead, direct, and develop the Security department, including Supervisors, Officers, and support staff across all shifts and operational areas.

Establish, enforce, and continuously improve security policies, procedures, and protocols in alignment with the Northern Arapaho Gaming Association regulations, NIGC requirements, and applicable federal and tribal law.

Oversee access control systems, CCTV infrastructure, alarm systems, and emergency response planning and execution across all property locations.

Coordinate with tribal police, local and federal law enforcement, gaming control authorities, and regulatory bodies on investigations, critical incidents, and compliance matters.

Oversee all security incident documentation, patron disputes, ejections, trespass enforcement, and reportable events in accordance with legal and regulatory requirements.

Develop, communicate, and train on emergency action plans, evacuation procedures, and crisis management protocols for all property areas including the hotel, gaming floor, food & beverage outlets, and parking structures.

Oversee responsible gaming awareness programs in partnership with Gaming Operations and Guest Services leadership.

Develop and maintain working relationships and partnerships with local/federal/tribal law enforcement entities for training and best practice communication.

Direct all functions of the Surveillance department to ensure comprehensive monitoring of gaming floors, hotel areas, retail spaces, parking structures, and all public and restricted zones for all Casino properties property.

Ensure strict compliance with all applicable Northern Arapaho Gaming Association regulations, NIGC Internal Controls standards, and Wyoming gaming authority requirements governing surveillance operations, camera coverage, and record retention.

Oversee the design, installation, maintenance, and upgrade of surveillance technology systems, including IP camera networks, digital recording systems, and video analytics platforms.

Partner with Gaming Operations leadership to monitor table game, slot, and cage operations for cheating, advantage play, theft, and process/procedural violations.

Coordinate with HR for internal investigations; maintain chain-of-custody documentation for evidentiary materials in coordination with tribal authorities and law enforcement.

Evaluate, select, and manage relationships with surveillance technology vendors and system integrators, ensuring alignment with tribal procurement and vendor management policies.

Develop surveillance department staffing models, training programs, and performance standards to maximize coverage and detection capability while maintaining regulatory compliance.

Facilities & Maintenance Operations

Provide executive oversight of all property facilities, including HVAC, electrical, plumbing, life safety systems, elevators, building envelope, and mechanical infrastructure for all casino properties.

Develop and execute preventative maintenance programs to maximize equipment uptime, reduce deferred maintenance, and extend asset life cycles in support of the Tribe's long-term capital interests.

Lead capital improvement planning and project management, partnering with executive leadership to deliver property enhancement projects on time and within budget.

Ensure full compliance with all ADA codes, local building codes, fire safety regulations, and all applicable health and environmental standards on tribal land.

Manage maintenance staff KSA’s to ensure optimal staff utilization for standard maintenance and capital projects to minimize the utilization of outside contractor requirements.

Oversee vendor and contractor management, including competitive bidding, contract negotiation, performance monitoring, and invoice approval in accordance with tribal procurement policies.

Manage energy efficiency programs, utility cost optimization, and sustainability initiatives aligned with tribal stewardship values.

Housekeeping Operations

Provide executive oversight of all housekeeping functions across guest rooms, public spaces, and service areas for all casino properties.

Develop and execute training programs to ensure safety and compliance with all rules and regulations whether required or adopted.

Develop and execute preventative maintenance schedules for equipment to ensure maximum usage.

Manage property MDS practices and implement a training program.

Provide executive oversight of task logs to ensure proper utilization of schedules.

Oversee vendor and contractor management, including competitive bidding, contract negotiation, performance monitoring, and invoice approval in accordance with tribal procurement policies.

Leadership, Administration & Community Stewardship

Recruit, develop, evaluate, and retain high-performing talent across all three departments; prioritize tribal member employment and advancement in alignment with Northern Arapaho Tribe workforce development objectives.

Develop and manage consolidated departmental budgets; monitor expenditures, analyze variances, and implement corrective actions to achieve financial targets.

Prepare and present comprehensive operational and performance reports to executive leadership as required.

Build and maintain collaborative relationships with department heads across Gaming, Food & Beverage, Hotel Operations, Finance, Human Resources, and Marketing.

Lead departmental response to internal audits, tribal gaming regulatory inspections, and compliance reviews; where applicable help design and implement findings and corrective action plans on schedule.

Participate in community workforce development initiatives, partnering with tribal entities, Job Corps, Fremont County Workforce Services, and Central Wyoming College (CWC) to build sustainable talent pipelines for security and facilities roles.

Stay current on industry best practices, emerging security and facilities technologies, and regulatory developments; recommend proactive enhancements aligned with Casino properties operational and growth objectives.

Qualifications Education

Bachelor's degree in Criminal Justice, Facilities Management or a related field required.

Master's degree or advanced professional certifications preferred.

Experience

10+ years of progressive leadership experience in security, surveillance, and/or facilities management.

Minimum of 5 years in relevant managerial experience required.

Demonstrated experience managing multi-shift teams in a 24/7 operational environment.

Proven track record of managing budgets and multi-department capital improvement programs.

Prior experience working directly with regulatory bodies, law enforcement, and federal agencies highly preferred.

Licenses, Certifications & Regulatory Requirements

Must be able to obtain and maintain all required gaming licenses and work cards as mandated by the Northern Arapaho Gaming Association and applicable gaming jurisdiction.

Valid driver's license required.

Preferred certifications: CPP (Certified Protection Professional), CFE (Certified Fraud Examiner), CHSP (Certified Hospitality Security Professional), CFM (Certified Facilities Manager), or equivalent.

First Aid / CPR / AED certification required or must be obtained within 90 days of hire.

Ability to successfully complete all required tribal background investigations and licensing processes.
