Contract Management Analyst

Nakupuna Federal is seeking a Contract Management Analyst to support NAVWAR's Ship Integration Program Office (PMW 760) in delivering integrated, interoperable Command, Control, Communications, Computers, and Intelligence (C4I) capabilities to the Fleet. This position plays a critical role in accelerating acquisition execution and enabling the rapid delivery of operational C4I capabilities that enhance Fleet readiness, interoperability, and warfighting lethality. The analyst will support end-to-end acquisition lifecycle activities that translate validated warfighter requirements into executable contracts and deliverables, ensuring programs are structured to deliver timely, integrated, and mission-ready capabilities to operational forces. Responsibilities

The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Support pre-award acquisition planning activities by drafting, coordinating, and reviewing procurement documentation in accordance with FAR, DFARS, DoD 5000 series requirements. Procurement documentation support may include Market Research Reports, Requests for Information (RFIs), Sources Sought notices, Requests for Proposals (RFPs), Fair Opportunity Proposal Requests (FOPRs), or other documents. Conduct market research activities to identify potential vendors, contract vehicles, and procurement strategies, including planning and coordinating Industry Day events. Develop requirements documents, to include Market Research Reports, Work Statements, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings for activities approval by the Government. Provide administrative support to source selection activities and support the Government in evaluating acquisition approaches, risks, schedules, competition strategies, and contract structures. Facilitate communication between Contracting Officer Representatives (CORs), Assistant Program Managers for Contracts (APM-Cs), and NAVWAR contracting organizations to support procurement and contract execution. Support post-award contract management activities including maintaining contract files and documentation, tracking funding, expenditures, requirements, and option periods, preparing Procurement Requests (PRs) and contract Modification Requests (MRs), processing Technical Direction Letters (TDLs), Technical Instructions (TIs), Task Orders (TOs), and Delivery Orders (DOs). Monitor and track contract deliverables including CDRLs, review Rough Order of Magnitude (ROM) estimates, create and maintain Bills of Materials (BOMs), and support BOM deviation requests. Maintain contract schedules, ceiling trackers, and other program management tools; support documentation and invoice tracking within designated systems such as Navy Enterprise Resource Planning (N-ERP). Provide user management and training for contract management tools such as NSERC, SE2 Interlink, Acquisition Management System (AMS), and SharePoint. Provide coordination and administrative support for program management reviews (PMRs) and other contract management meetings. Monitor contract performance, quality, and collaborate with the COR to ensure contract compliance which involves tracking expenditures, reviewing financial documents (e.g., invoices) and maintaining awareness of budgeting principles, terminology, and cycles. Qualifications

The ideal candidate possesses expertise and experience with DoW acquisition. Specifically, the ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities: Demonstrated experience with the FAR, DFARS, and DoD 5000 series requirements Experience with end-to-end contract life cycle management Excellent critical thinking skills. Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook. Ability to work independently and as a team member. Ability to learn and apply contracts management concepts to assigned duties. Strong time management skills and ability to prioritize. Ability to work under pressure to meet tight deadlines. Experience working across teams. Willingness to share expertise with others and give and receive honest feedback. The following are desirable levels of experience: Bachelor's degree and 3 years of relevant work experience, OR 9 years of relevant working experience No certifications required Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance. The projected compensation range for this position is $77,000.00 to $144,000.00 (annualized USD).
