JOB OBJECTIVES Under the general supervision and direction of the Economic Development Corp. Director, the Communications and Marketing Manager is responsible for planning, directing, and executing communications and marketing efforts that support the City’s economic development goals. The individual provides professional expertise in public information, marketing, and strategic messaging related to business attraction, retention, and expansion. Position is in charge of all production of media and advertisements, and managing and designing the EDC’s social media presence.
ESSENTIAL JOB FUNCTIONS
Primarily responsible for the development and implementation of communications and marketing strategies for the City’s Economic Development Corporation.
Direct and develop the execution of marketing initiatives from concept to implementation, including digital, social media, advertising, and content marketing.
Prepares press releases, announcements, and official communications related to business openings, expansions, investments, and EDC initiatives.
In collaboration with City departments design an effective web presence which enhances the EDCs’ abilities and offerings.
Coordinates communications and marketing support for ribbon cuttings, groundbreakings, and EDC led events including: agendas, talking points, prepared remarks for EDC leadership and elected officials.
Serves as a point of contact and liaison with media outlets for economic development related announcements and coverage.
Develops promotional materials and content highlighting local businesses, development opportunities, and investment initiatives.
Supports business outreach and retention efforts by creating professional communications and marketing tools.
Research the latest web design technology and present new ideas for the effective use of the EDC’s digital presence on the internet.
Provide recommendations to increase web traffic based on daily, weekly, monthly reports.
Responsible for the management of overall web presence on relevant and appropriate platforms.
Responsible for the design and creation of announcement/marketing flyers
Designs and/or improves designs of existing websites to positively represent the EDC
Creates and implements strategy for collecting and archiving images and data for print and web media.
Monitors and addresses EDC content on a daily basis or as needed for content issues and appropriateness.
Ensures the City of San Juan and the EDC are represented in a positive light in all responses and/or posts representing the City of San Juan.
Will perform other related duties as assigned.
EQUIPMENT/MATERIALS General office and safety equipment/materials to include but not limited to the proper and effective use of the following: Computer, printer, fax machine, copy machine, scanner, typewriter, recording instruments, telephone, calculator, software, camera (digital & video), Policy & Procedure handbook.
WORKING CONDITIONS/PHYSICAL DEMANDS Individual works indoors in a well-lighted, air-conditioned office. Occasional outdoor work is required for site visits, ribbon cuttings, and EDC events. Work is generally performed during regular business hours; however evening or weekend work may be required to support economic development events or public engagements.
EDUCATION/SKILLS REQUIRED Requires a bachelor’s degree in communications, marketing, journalism, public relations, or a related field, or a combination of education and experience equivalent to at least 5 years of professional experience in communications or marketing, preferably within government, economic development, or a related public sector environment. Strong writing and verbal communication skills required, including experience drafting press releases, talking points, and professional messaging. Ability to make independent decisions within established policies and procedures. Ability to maintain effective working relationships with city leadership, EDC board members, staff, business partners, and the general public. Must be computer literate and proficient in Microsoft Word, Excel, PowerPoint, WordPress, HTML5, CSS, and Adobe Creative Cloud Suite. Solid knowledge of website and marketing analytics tools (e.g., Google Analytics, NetInsight, Omniture, WebTrends, SEMRush, etc.) Requires excellent grammar, writing, organizational skills and ability to follow complex oral and written instructions. Must have a valid Texas driver’s license with a satisfactory driving record.
PREFERRED QUALIFICATIONS Bilingual (English and Spanish). Experience in on-camera hosting, emceeing, or moderating public- facing events. Working knowledge of video production, including filming, basic editing, and content capture using professional or semi-professional camera equipment. Familiarity with visual storytelling to support economic development initiatives and business promotion.
