Summary:

The successful candidate will lead and manage proposal teams through the business acquisition process (BAP) to ensure the timely delivery of quality, compliant, and compelling proposals for moderate to complex efforts. You will manage and work closely with cross-functional teams, including business development, operations, finance, and technical subject matter experts, to develop winning proposals. Key responsibilities include developing proposal plans, schedules, and resource allocations; managing proposal efforts and team contributions and overseeing the entire proposal process from initial Request for Proposal (RFP) analysis to final submission.

Responsibilities:

Leads and manage teams through the development of moderate to complex proposals to craft compliant, responsive, and compelling deliverables that solve customers problems and differentiate Company from the competition.

Performs detailed analysis of solicitation documents to assess requirements; builds compliance matrices, schedules, and annotated outlines.

Manages, interacts, and collaborates with:

Capture teams to guide proposal development efforts through the BAP

Subject matter experts (SMEs) to convey our winning narrative throughout the proposal

Graphics and desktop publishing teams to develop tailored templates, infographic concepts, and standards for proposal look and feel, writing style, and layout

Reviews proposal drafts and final documents for compliance, responsiveness, thoroughness, accuracy, and quality.

Facilitates proposal kick-off meetings, milestone meetings, color reviews (pink, red, gold) and recovery periods to ensure quality deliverables.

Writes non-technical portions of the proposal (e.g., cover letters, executive summaries, project descriptions, resumes, team qualifications, management plans, and win themes and discriminators).

Supports coaching activities for interview/oral phase of pursuit, including overseeing the development of related deliverables (e.g., leave-behinds, presentations).

Researches, analyzes, and synthesizes information from multiple sources (SMEs and previous proposals).

Ensures dual compliance checks (from operations and proposal organization) are completed and implemented.

Performs closeout activities, leads the lessons learned process, and archives files.

Leads team initiatives to introduce and promote efficiencies and improve win rates across the business segment.

Provides training and mentorship to proposal coordinators and specialists.

Co-facilitates strategy-driven workshops (e.g., storyboarding, WinLabs, writer s workshops) to produce compelling messaging and creative narratives.

Identifies and resolves potential weaknesses in proposal content.

Mentors proposal teams on proposal processes, terminology, and requirements.

Perform other responsibilities as associated with the position as may be appropriate

Requirements:

Bachelor s degree in field of expertise (of equivalent)

10+ years of progressive proposal management experience required

Experience in non-federal proposals such as transportation, water, and infrastructure required

Advanced leadership, organizational, planning, and time management skills

Advanced facilitation, presentation, and communication skills

Ability to inspire outstanding work from team members with a range of experience and technical abilities

Ability to delegate to ensure all tasks are accomplished on schedule

Ability to multitask, working on multiple assignments with overlapping schedules

Ability to meet strict deadlines and changing priorities in a dynamic work environment

Ability to build meaningful relationships with internal clients and partners

Advanced skill in Adobe Creative Suite, Microsoft Office Suite, SharePoint, Microsoft Teams, and Salesforce

Desired Certifications:

Certified Proposal Management Professional - APMP

Certified Project Management Professional (PMP) - PMI
