Job Goal/Summary

To provide the highest quality educational experiences for students with exceptional needs between ages three and twenty-one in the Liberty County School System

QUALIFICATIONS

  • Must hold a valid Educational Leadership certificate at the L6 or L7 level from Georgia or the equivalent from another state;
  • Minimum of 5 years experience as Director of Division for Exceptional Learning or Assistant Director for Exceptional Learning, perferred.
  • The successful applicant will have extensive knowledge in all aspects of the successful daily operations of the Division for Exceptional Learning, from the local level to the state and the federal levels concerning regulations and requirements. Must have demonstrated ability to work effectively with the community, parents, and educator groups. Will have a record of setting high personal expectations of peers and of subordinates, and have a record of success and achievement.
  • Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

RESPONSIBILITIES

  • Supervises and evaluates: Director, Program Specialist, Program Managers, School Psychologists, Speech/Language Pathologists and other special education staff as warranted.
  • Manages the following budgets: VI-B Flowthrough, State and Federal Pre-K, and Capacity Building Grant.
  • Verifies the FTE counts for special education students before the report is transmitted to GADOE.
  • Prepares CPI/Payroll data for state reporting.
  • Maintains, collects, and reports Post Graduation data as required by GADOE.
  • Completes GAA report and transmits data to GADOE.
  • Processes and handles all Due Process /legal cases involving special education and 504 students.
  • Attends IEP meetings for all students who are currently in litigation.
  • Maintains compliance in all areas of special education and stays abreast of changes in laws, rules and regulations.
  • Attends legal conferences to stay informed of special education “best practices.”
  • Attends GAEL, GCASE, and Georgia CEG conferences annually.
  • Attends monthly meetings of district special education directors and GADOE liaison(s).
  • Conducts monthly meetings with Special Education Contacts, Psychologists, and Speech Language Pathologists to provide GADOE updates, etc.
  • Attends principals’ meetings to update educational leaders on special education procedures.
  • Initiates and implements the Corrective Action Plan (CAP) as directed by GADOE/Exceptional Students Division.
  • Conducts the Stakeholders’ Meetings as dictated by GADOE.
  • Facilitates and oversees transition of all special education students as required by GADOE and IDEA.
  • Oversees the transition of special education students from Ft. Stewart.
  • Coordinates transportation and special busing requests for special education students.
  • Participates in the Georgia Performance Standards Training sessions (county-wide team member).
  • Works with the curriculum department to ensure that standardized testing procedures are in-line with special education requirements.
  • Provides training for the Georgia Alternative Assessment (GAA).
  • Provides ongoing professional learning opportunities for staff members as required by current guidelines.
  • Assists in recruiting, interviewing, and hiring of all special education staff members.
  • Maintains an updated file for each special education to reflect current certification.
  • Facilities Contract Services for special education students.
  • Serves as liaison for special education students who attend the Ombudsman Program.
  • Serves as educational representative for the Liberty County MATCH committee.
  • Serves as 504/ADA coordinator for Liberty County School System.
  • Signs off on all DHR/SSI and medical requests for special education students.
  • Prepares the Special Education Teacher Handbook annually.
  • Updates forms and special education paperwork to ensure compliance with rules and regulations.
  • Serves as a communication source for parents.
  • Works with parents and advocates to resolve issues and address concerns.
  • Supports and attends local and district Special Olympics.
  • Performs such other tasks and assumes such other responsibilities assigned by the Superintendent.

Physical Requirements

Able to perform routine physical activities that are required to fulfill job responsibilities including:

Light Work: Exerting 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or up to 10 pounds as needed to move objects.

Terms of Employment

Salary shall be paid consistent on the System’s approved salary schedule. Length of work year and hours of employment shall be established by the system.

Performance of this job will be evaluated by the Deputy Superintendent
