Position Summary
The Deputy Director of IT Infrastructure & Security provides strategic and operational leadership for enterprise infrastructure, cloud platforms, and cybersecurity operations. Reporting to the Chief Technology Officer, this role ensures reliability, scalability, and security of mission‑critical systems supporting TRS’s mission to serve NYC educators and safeguard member data.
The Deputy Director leads a team of infrastructure and security professionals, oversees hybrid cloud and on‑premises environments, and drives modernization initiatives aligned with organizational growth and risk management objectives.
Key Responsibilities
Strategic Leadership
- Develop and execute a 3-year enterprise infrastructure and cloud strategy
- Align technology initiatives with business objectives and risk posture
- Define and monitor KPIs related to availability, performance, cost efficiency, and security
- Evaluate emerging technologies and recommend modernization initiatives
Infrastructure & Operations
- Oversee 24x7 enterprise infrastructure operations (cloud and on‑prem)
- Ensure high availability, disaster recovery readiness, and business continuity
- Lead infrastructure design across compute, storage, networking, virtualization, and cloud
- Drive proactive capacity planning and performance optimization
Cybersecurity & Compliance
- Integrate security‑by‑design principles across all infrastructure initiatives
- Oversee MSSP partnerships and security operations
- Lead vulnerability management, incident response, and risk mitigation efforts
- Ensure compliance with regulatory, audit, and internal control frameworks
Leadership & Vendor Management
- Lead and develop high‑performing infrastructure and security teams
- Manage vendor relationships, contracts, and SLA performance
- Serve as executive escalation point for critical incidents
Experience
What You Bring
- 10+ years in IT infrastructure with progressive leadership responsibility
- 5+ years leading infrastructure and/or security teams
- Experience managing hybrid cloud environments (AWS and/or Azure)
- Experience with enterprise architecture and modernization planning
- Demonstrated leadership in 24x7 operational environments
- Experience managing vendors and MSSP relationships
Certifications (Required)
- Required: CISSP (Certified Information Systems Security Professional)
- Required: ITIL Foundation
- Preferred (one or more of the following):
- CRISC (Certified in Risk and Information Systems Control)
- C|CISO (Certified Chief Information Security Officer)
- CCNA or CCNP (Cisco networking)
- Microsoft certifications (MCSE, Azure Administrator, Azure Solutions Architect)
- AWS Certifications (Solutions Architect, SysOps Administrator)
Technical Skills
- Infrastructure: Windows Server, Active Directory, DNS, DHCP, IIS, Group Policy, virtualization
- Networking: LAN/WAN design, routing/switching, firewalls, load balancing
- Cloud Platforms: AWS (EC2, S3, VPC, IAM, CloudWatch), Azure (VMs, Storage, Active Directory)
- Security Tools: SIEM, vulnerability scanners, endpoint protection, intrusion detection/prevention systems, EDR.
- Monitoring: Site24x7, or similar infrastructure monitoring platforms
Leadership Competencies
- Strategic thinker with strong business alignment
- Executive-level communication skills
- Strong decision-making and risk management capabilities
- Ability to lead through transformation and change
Minimum Qualifications
- A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
- A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four‑year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
