Overview
Covered California is seeking an enthusiastic and motivated individual with strong legal expertise and exceptional leadership skills to join our team as the Assistant Chief Counsel/Deputy Director of the Office of Legal Affairs, overseeing the Program Unit. This critical leadership role provides strategic direction and legal guidance on key programmatic initiatives that are central to Covered California’s mission of providing affordable, high-quality health coverage to Californians.
Responsibilities
- Lead and Manage: Direct day-to-day operations of the Program Unit, ensuring quality, accuracy, and timeliness of work while fostering a high-performing and collaborative team environment.
- Provide Legal Guidance: Advise and direct the work of attorneys and staff on a wide variety of legal matters, including policy development, program compliance, and contract administration.
- Collaborate and Build Relationships: Build and maintain positive and effective relationships with staff, leadership, and external partners, exhibiting professionalism, diplomacy, flexibility, tact, and sound judgment.
- Provide Strategic Leadership: Assist in policy development and provide strategic legal advice on programmatic matters impacting Covered California.
- Oversee Administrations: Support divisional budget development and management, oversee vendor management for outside counsel, and assist with contract administration.
Qualifications
- Strategic Legal Advisor: Provides sound, practical legal counsel to management and executive leadership, including shaping legal policies, recommending strategic changes, and aligning programs and organizational objectives to further Covered California’s mission.
- Proven Leadership and Management: Demonstrated experience leading attorneys and professional legal staff, applying sound management principles to personnel oversight, EEO and workplace policies, budget administration, contract oversight, and effective team and project leadership, including mentoring and developing others.
- Comprehensive Legal Expertise: Broad and diverse legal experience with state and federal laws applicable to Covered California as a public entity and state-based marketplace under the Affordable Care Act.
- Exceptional Communication, Judgment, and Analytical Skills: Advanced analytical, research, and written and oral communication skills, with a proven ability to synthesize complex issues, advise executives, manage competing priorities and tight deadlines, and oversee multiple complex projects while keeping leadership informed of critical developments.
- Strategic, Proactive, and Collaborative Problem-Solver: Demonstrated ability to anticipate challenges and organizational needs, think strategically about the broader context, take initiative and ownership in advancing leadership priorities (including in the absence of specific direction), collaborate effectively across programs, and influence others to drive projects through to successful completion.
