About the Position:
This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD.
Duties
Serves as the Equal Employment Manager for the United States Cyber Command, a 4-star led world-wide Joint Combatant Command headquarters comprised of over 1,600 Military and Civilian members.
Incumbent serves as a DHA Alternate Dispute Resolution (ADR) program manager and expert in counseling and mediation as applied to a variety of workplace disputes
Responsible for technical and authoritative advice and consultation to Deputy Assistant (DA), Executives, Commanders, and Equal Employment Opportunity (EEO) Officers.
Ensures compliance with governing federal personnel laws, regulations, Equal Employment Opportunity Commission (EEOC), DOD and DA regulations.
Manages and directs the development and implementation of Command EEO policies and procedures to effectively deal with the prevention and elimination of individual and systematic discrimination.
Manages the total processing and disposition of all individual and class EEO complaints and ensures full cooperation with EEO counselors and EEO personnel
Trains, guides, and assigns tasks to the groups to enable their analyses, identification, and monitoring of EEO barriers, program evaluation issues and initiatives.
Determines need for program resources to include manpower, budget, equipment, and initiates action to obtain resources.
Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R.
Must be able to obtain and maintain a Top Secret with access to SCI Security clearance.
Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
