The Program Director is a senior leadership role responsible for strategic oversight, financial performance, and successful delivery of a diversified energy and infrastructure portfolio. The position provides executive-level leadership across Energy Savings Performance Contracts (ESPC), Utility Energy Service Contracts (UESC), design-build projects, Power Purchase Agreements (PPA), and other capital improvement initiatives.

The Program Director manages an active contract portfolio of $100 to $200 million or more in awards, consisting of projects spanning development and execution phases, and is accountable for delivering a target of $20 million in new project awards annually. The role ensures projects achieve defined performance objectives, including return on investment, risk mitigation, operational continuity, and client satisfaction. Turnkey infrastructure solutions include renewable energy systems, HVAC, EMS, building envelope, lighting, plumbing, heating and cooling systems, electrical infrastructure and architectural systems.

Role Responsibilities

Lead the program team to screen and qualify feasibility of energy efficiency, design-build, and other capital improvement opportunities, including leading customer meetings and site trips.

Oversee the development and review of energy screening models (bin analyses, hourly building simulation, commercial packages) and preliminary assessment reports.

Define and dimension technically and economically feasible infrastructure solutions through preliminary engineering, project metering and measurement; coordinate with internal staff and external vendors.

Assist in preparing Task Order Schedules and provide quality control of Investment Grade Audit reports.

Develop technical scope of work for selected technologies and manage internal/external engineering resources to determine cost and schedule.

Work with key department managers to oversee program execution.

Drive technical due diligence during implementation, identifying risks and mitigation strategies.

Oversee design, construction, and project management of turnkey implementation, including contract documents for renewables, HVAC, EMS, building envelope, lighting, plumbing, heating, and cooling systems.

Job Requirements and Experiences

Undergraduate engineering (BS) or construction management (BS) degree required.

Registered Professional Engineer (PE) is a plus.

Healthcare experience is a plus.

Minimum 15 years of experience in HVAC, Energy Management & Control Systems (EMS), Central Utility Plants (CUP), and general energy conservation methods (ECMs).

Minimum 15 years of department, program, and/or project management experience.

Experience with DOE/DOD Task Order Schedule Development, Preliminary Assessment, and Investment Grade Audit following DOE/DOD IDIQ procedures.

Engineering analysis experience to identify, screen, and develop energy conservation measures for EPC and design-build projects; develop EMS control strategies, detailed cost estimates, and interface with customer facility personnel.

Strong interpersonal and customer relationship management skills.

Desire to learn about the company and the renewables space.

Excellent proficiency with Microsoft Office and Teams.

Strong leadership, communication, and deadline management.

Strong organizational skills and ability to coordinate multiple tasks.

Ability to multitask, work independently and as part of a team.

Motivated self-starter with goal-oriented, problem-solving abilities.
