Housing Manager
The North Attleborough Housing Authority (NAHA) on 20 South Washington Street is seeking a qualified and motivated Housing Manager to administer its state-aided and federally funded housing programs. The Housing Manager reports directly to the Executive Director and provides operational leadership in their absence. Key Responsibilities
Manage the full occupancy cycle, including CHAMP waitlist management, applicant screening, eligibility determinations, tenant selection, and lease-up. Complete annual and interim recertifications, rent calculations, and ensure compliant tenant files. Process rent rolls and direct debits. Monitor and coordinate unit turnovers, inspections, and vacancy readiness with maintenance. Maintain compliance with HUD, EOHLC, CFR, CMR, and all NAHA policies. Prepare and submit required reports to HUD/EOHLC; maintain audit readiness. Enforce leases, issue notices, coordinate informal hearings, and attend court as needed. Serve as primary resident and applicant contact for program matters. Maintain housing software systems (PHA-Web, EIV, CHAMP). Act as operational authority in Executive Director’s absence within delegated limits. Qualifications
Bachelor’s degree preferred; HS diploma/equivalent with 3 years relevant experience required. Experience with HUD and EOHLC programs strongly preferred. Knowledge of housing regulations, compliance standards, and occupancy management. Ability to work with diverse populations. Work well both independently and as a team including community partners and government oversight bodies. Excellent organizational, communication, and interpersonal skills. Ability to multi-task with attention to detail maintaining accurate records. Proficiency with Microsoft Office and housing software. Professionalism and confidentiality are a must. Attend state and federal trainings as required by the Executive Director. Valid driver’s license and ability to pass background screening. Must have reliable transportation to travel among the properties and attend trainings. Hours
Full-time, 37.5 hours/week: Monday-Thursday: 7:45 AM to 4:30 PM Friday: 7:30 AM to 12:00 PM Salary & Benefits
The salary range is $55,000.00 to $65,000 annually and will be determined based on experience and qualifications. The Housing Authority offers a comprehensive benefits package including paid personal days, vacation, sick time, paid holidays, medical, dental, vision, life insurance, optional long-term disability.
