Based on our Santa Rosa office location.

(West Yost uses geographic salary differentials that would apply for candidates in other regions). This is a Hybrid role with 3 days in the office and 2 days remote. Position Title: Communications and Proposal Specialist

BASIC JOB FUNCTION The Communications and Proposal Specialist support the development of high-quality public-facing communications, marketing materials and proposals, that advance the West Yost brand and strengthen client and community engagement. This role supports internal and external communications and public outreach efforts. This includes developing outreach materials and messaging strategies for water agencies and other organizations managed by West Yost, helping translate complex technical information into clear, accessible communications for public and stakeholder audiences. In addition, this role is responsible for coordinating the development, organization, and production of proposals and related marketing materials. The position works closely with technical teams, business development leaders, and marketing staff to produce strategically focused, professional proposals aligned with client requirements. ESSENTIAL DUTIES AND ACCOUNTABILITIES Listed in order of importance. Communications and Public Outreach Support the development of strategic internal and external communications aligned with firm initiatives. Assist in the creation of client-facing and public outreach materials such as fact sheets, mailers, display boards, web content, presentations, and digital communications. Partner with project managers and technical staff to translate technical concepts into clear, audience-appropriate messaging for community meetings, workshops, and stakeholder engagement efforts. Support public outreach strategies for water agencies and other organizations managed by West Yost, including coordination of materials and messaging across platforms. Contribute to website content updates, project highlights, recruitment content, and community engagement stories. Apply the firm style guide and brand standards across proposals, communications, and outreach materials. Proposal Coordination Coordinate the development, organization, and production of proposals, statements of qualifications, presentations, and related marketing materials. Develop proposal schedules, outlines, and compliance matrices aligned with RFP and RFQ requirements. Collaborate with technical teams to collect, organize, and edit proposal content to align with client priorities and evaluation criteria. Write and edit proposal sections, resumes, and project descriptions to reflect firm strengths and differentiators. Proofread and edit technical and non-technical documents for clarity, consistency, and alignment with the West Yost voice. Coordinate visual proposal strategies including graphics, covers, presentation materials, boards, and PowerPoint decks in collaboration with marketing and design staff. Maintain and update standard proposal content including firm overviews, resumes, and project descriptions to support consistency and accuracy. Track proposal activities and support CRM updates as directed by the Marketing Manager. Prepare meeting notes, manage assignments, and support coordination across proposal teams. QUALIFICATIONS Required Education and Experience Bachelor’s degree in Marketing, Communications, Business Administration, or a related field, or equivalent professional experience. Five or more years of experience in proposal coordination, marketing, communications, or public outreach within a professional services, public agency, or related environment. Experience supporting RFQ and RFP responses and working with multidisciplinary teams. Strong writing, editing, and organizational skills. Ability to manage multiple concurrent deadlines and projects. Proficiency with Microsoft Office Suite and collaboration tools. Preferred Education and Experience Experience within an architecture, engineering, construction, or infrastructure-related firm. Experience supporting public outreach or community engagement efforts for public‑sector projects. Proficiency in Adobe Creative Suite, particularly InDesign. Strong graphic design and visual communication skills. Strong initiative, attention to detail, and problem‑solving skills.
