Chemonics International is conducting a recruit for a Specialist, Client Engagement, Florida Emergency Management State Representative for Growth Division. The Florida Emergency Management State Representative serves as Chemonics’ primary in‑state representative for emergency management activities in Florida. The position is responsible for relationship‑driven pipeline development, ecosystem engagement, and market intelligence across Florida’s emergency management landscape, including state agencies, counties, municipalities, special districts, community organizations, and private‑sector partners. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The role emphasizes field credibility, FEMA and FDEM operational knowledge, and trusted relationships rather than proposal production. The State Representative supports proposal efforts through intelligence, shaping, and review, while final pursuit and submission decisions remain with Chemonics’ home office.

Responsibilities Market Strategy Development and Portfolio Management

Supports management of Chemonics’ forward pipeline of emergency management opportunities in Florida

Serves as Chemonics’ primary relationship lead with Florida‑based emergency management stakeholders, including FDEM and local emergency management agencies

Initiates, develops, and maintains effective working relationships with clients, partners, counterparts, and community organizations relevant to preparedness, response, recovery, mitigation, and grant‑funded programs

Externally promotes Chemonics by attending conferences, meetings, and professional forums within Florida’s emergency management ecosystem

Conducts routine in‑state travel for information‑gathering and relationship‑building, informing leadership on market conditions, client needs, and opportunity positioning

Pipeline Development and Opportunity Shaping

Identifies and advances qualified specific emergency management opportunities aligned with Chemonics’ capabilities and risk posture

Provides early‑stage capture support, including client intelligence, competitive awareness, and opportunity framing

Recommends pursuit priorities, teaming approaches, and go/no‑go considerations to Chemonics leadership

Maintains close coordination with home‑office SLED team and the Growth divisions strategy team (as needed)

Ecosystem, Partner, and Community Engagement

Meets regularly with potential partners and subcontractors in the emergency management space, including firms and organizations specializing in debris management, sheltering, logistics, recovery, mitigation, and grants management

Engages community‑based organizations, nonprofits, and local and tribal governments and other entities that may be eligible recipients of FEMA, DHS, or related grant funding, facilitating connections where Chemonics support may be appropriate

Screens potential partners and provides recommendations regarding strategic fit, capability, and compliance considerations

Proposal Support

Supports proposal efforts through market intelligence, client insight, partner recommendations, and technical review

Reviews draft proposal sections for accuracy, realism, and Florida‑specific relevance

Participates in capture and proposal strategy discussions as requested

Marketing, Communications, and Representation

Assists in adapting marketing materials and presentations to Florida emergency management audiences

Identifies opportunities for visibility, thought leadership, and professional engagement consistent with Chemonics’ mission and brand

Represents Chemonics professionally and credibly in all external engagements

Requirements

Bachelor’s degree in emergency management, public administration, public policy, or a related field and a minimum of three (3) years of progressively responsible experience in emergency management, disaster response, recovery, mitigation, or closely related work. In lieu of a bachelor’s degree, a combination of relevant professional experience, training, and education that demonstrates the required knowledge, skills, and abilities. Formal academic degrees are considered secondary to professional emergency management training, operational experience, and field credibility

Demonstrated experience working within Florida’s emergency management environment or closely related state and local emergency management systems

Successful completion of FEMA, FDEM, and emergency management training (e.g., ICS, NIMS, EOC operations, Public Assistance, mitigation, recovery)

Recognized emergency management credentials (e.g., FAEM or equivalent) or demonstrated progression toward advanced professional certification

Strong understanding of state and local emergency management operations, grant programs, and interagency coordination.

Demonstrated ability to build trusted relationships with emergency management professionals, elected officials, partners, and community organizations

Ability to work independently while coordinating closely with distributed teams

Willingness to travel within Florida as required to support market engagement

Demonstrated leadership, versatility and integrity
