Hanover County Information Technology is seeking a strategic and collaborative technology leader to serve as Deputy Director of IT. In this role, you will help guide the County’s technology modernization efforts while ensuring day-to-day execution aligns with long-term strategy. The Deputy Director works closely with division leaders and technical teams to coordinate initiatives, break down operational silos, and ensure critical projects and services are delivered effectively across the organization. General Description
This is an executive-level professional position within the Information Technology Department. The Deputy Director of Information Technology performs complex managerial and administrative work overseeing the operational execution of the County’s enterprise technology strategy. The incumbent serves as second-in-command of the Department and is responsible for coordinating divisional operations, ensuring cross-functional alignment, and translating strategic initiatives into measurable execution. The Deputy Director acts with delegated authority in the absence of the Director of Information Technology.
Organization
The Deputy Director reports to the Director of Information Technology.
The incumbent provides direct supervision to the Division Director of Technical Operations, Division Director of Applications, and the Project Management Office (PMO) function. The Deputy Director coordinates operational alignment with the Division Director of Cybersecurity, who reports directly to the Director of Information Technology.
Essential Functions
- Directs and coordinates day-to-day operational activities across assigned IT divisions.
- Ensures execution of the IT Strategic Plan through structured portfolio oversight and PMO governance.
- Leads cross-divisional planning to eliminate operational silos and improve service integration.
- Coordinates enterprise-level operational response during major system outages in collaboration with division leadership.
- Oversees enterprise project intake, prioritization, and execution discipline by providing direction to the PMO.
- Monitors service delivery metrics, project performance indicators, and operational workload visibility.
- Assists in development and oversight of departmental budgets, including operational forecasting and resource planning.
- Ensures alignment of divisional staffing models with evolving service and modernization needs.
- Identifies operational risks and coordinates mitigation strategies with appropriate leadership.
- Represents the Department in internal and external meetings as delegated.
- Provides executive briefings and operational updates to the Director as required.

Education, Experience and Training
Bachelor’s degree in Information Systems, Computer Science, Public Administration, Business Administration, or related field required. Eight (8) or more years of progressively responsible information technology leadership experience required, including experience overseeing multiple functional teams. Public sector experience preferred – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
