Fahrenheit Advisors has been retained to assist the Richmond Metropolitan Transportation Authority (RMTA) in its search for a Director of Finance . This is a key leadership opportunity within a respected public authority serving the Richmond metropolitan region.

Established by the Virginia General Assembly, RMTA builds and operates transportation-related public facilities throughout the Richmond region. The Authority operates and finances its facilities solely through user fees, requiring disciplined financial management and long-term strategic oversight.

Position Overview

The Director of Finance serves as RMTA’s senior financial leader and a key member of the Senior Leadership Team. This individual oversees a budget exceeding $20 million and leads a team of four accounting professionals.

The role combines strategic leadership with operational oversight, ensuring the Authority’s financial integrity, regulatory compliance, and long-term fiscal sustainability. The Director of Finance regularly presents to and collaborates with the Board of Directors.

Key Responsibilities

  • Lead all financial operations including budgeting, forecasting, reporting, and internal controls
  • Oversee preparation of financial statements, statistical reporting, and annual audit coordination
  • Manage bond issuance, public debt compliance, and relationships with external financial partners
  • Oversee investment and risk management activities
  • Present financial performance and strategic insights to the Board of Directors
  • Ensure compliance with governmental accounting standards and regulatory requirements
  • Lead, mentor, and develop accounting staff
  • Oversee and optimize financial systems supporting multiple cost centers

Qualifications

  • 8+ years of progressively responsible financial and accounting leadership experience
  • Demonstrated supervisory experience managing accounting teams
  • Bachelor’s degree in Accounting or Finance required
  • Master’s degree (MBA or MPA) preferred
  • CPA strongly preferred
  • Experience in public sector finance, bond indebtedness, and governmental accounting preferred
  • Experience with ERP systems (Dynamics 365 Business Central preferred)
  • Advanced Excel proficiency and strong presentation skills
