Corporate Office -Pelham, Al Position Summary Timberline Construction Group (TCG) is seeking a highly organized and strategic Construction Proposal Manager to support growth across Manufactured Housing, Disaster Services, and Civil divisions.

This role manages the full lifecycle of proposal development for public and private sector opportunities, including federal, state, and local procurements. The Proposal Manager works closely with leadership, operations, estimating, and project teams to develop high-quality, compliant proposals that clearly communicate Timberline's capabilities in construction, housing, and disaster recovery.

This position is not responsible for business development but plays a key role in evaluating opportunities, coordinating pursuit strategy, and leading proposal execution.

Key Responsibilities Proposal Development & Management

Lead end-to-end proposal development (RFPs, RFQs, RFIs, bids)

Develop outlines, compliance matrices, and schedules

Write and edit executive summaries, technical approaches, and past performance

Coordinate internal teams and ensure timely, compliant submissions

Pursuit Coordination

Track opportunities and maintain a proposal pipeline

Support go/no-go decisions and pursuit strategy

Coordinate proposal kickoff meetings and timelines

Technical Writing & Content

Translate construction and operational information into clear, compelling narratives

Ensure consistency and quality across all proposal sections

Proposal Library & Knowledge Management

Maintain resumes, project sheets, templates, and standard content

Improve efficiency and consistency for future proposals

Collaboration & Compliance

Partner with leadership, operations, estimating, and support teams

Ensure all proposals meet regulatory, contractual, and submission requirements

Qualifications

Bachelor's degree preferred

4–7 years of proposal management or technical writing experience

Experience in construction, disaster recovery, or government contracting strongly preferred

Skills

Strong technical writing and editing

Excellent organization and deadline management

Ability to translate complex information into clear proposals

Proficient in Microsoft Office and Adobe tools

Work Environment

On-site at TCG Corporate Office in Pelham, AL

Occasional travel as needed
