Job Summary

Under direction, is responsible for managing the day-to-day operations of the Human Resources office within a client department by interpreting, administering, and ensuring compliance with labor law and City of San Antonio policies, procedures, and programs. Assesses and anticipates Human Resources needs of the assigned department and proactively communicates the needs of the client department throughout Human Resources. Acts as an internal consultant to client departments' leadership team to assist in achievement of their strategic goals. Working conditions are primarily inside an office environment. May exercise direct supervision over assigned staff.

Essential Job Functions

Manages and resolves complex employee relations issues by conducting effective, thorough, and objective investigations for working condition complaints, disciplinary actions, EEO complaints, and grievances.

Analyzes trends and metrics to develop solutions, programs, and policies for the client department(s).

Provides guidance and input on departmental business unit reorganizations, workforce planning, succession planning and other related matters.

Manages client relationships by setting expectations; communicating project status and issues; resolving concerns; analyzing issues; preparing reports; and meeting or exceeding client expectations.

Assists in identifying training needs and facilitates or coordinates training for client department(s).

Keeps department apprised of vacancies, affirmative action goals, workers' compensation experience, and turnover.

Serves as a consultant to department management on all Human Resources related issues and ensures department is compliant with established policies and procedures.

Serves as a resource to employees regarding workplace questions and concerns.

Acts as a liaison between department management and employees, including any union representation.

Provides performance management guidance to line management (coaching, counseling, career development, and disciplinary actions).

May be responsible for providing departmental transactional support.

Performs related duties and fulfills responsibilities as required.

Job Requirements

Job title: Employee Relations Business Partner or Employee Relations Analyst. One position will be filled.

Employee Relations Business Partner (salary range: $70,666.96 - $106,000.44 Annually)

Employee Relations Analyst (salary range: $50,221.86 - $75,332.92 Annually)

Education and Experience

Education: Bachelor’s Degree from an accredited college or university. Preferred coursework in Human Resources, Public Administration, Business or related field.

Experience: Two (2) years of progressively responsible professional experience in Human Resources or related field.

Driver’s License: Valid Class ‘C’ Texas Driver’s License.

Background: Must pass a Criminal Justice Information Systems (CJIS) fingerprint‑based background check and maintain CJIS eligibility. Felony or certain misdemeanor convictions, an open arrest, or a family violence conviction will result in disqualification.

Preferred Qualifications

PHR, SPHR, SHRM‑CP, SHRM‑SCP, or other HR Certification.

Applicant Information

Applicants may substitute two years of related full‑time experience for one year of higher education or one year of related higher education for two years of experience.

Pre‑employment drug testing, background checks, and relevant documentation (transcripts, diplomas, certifications, licenses) will be required.

Military service may be verified with a DD214.

Knowledge, Skills, And Abilities

Knowledge of employment law and related policies (e.g., FLSA, EEO, ADA).

Knowledge of statistical analysis methods and basic mathematical skills.

Knowledge of position/job analysis and labor market survey procedures.

Knowledge of legal requirements related to day‑to‑day employee management.

Skill in utilizing personal computers and MS Windows applications (Word, Excel, Access).

Ability to supervise, train, and evaluate staff.

Ability to communicate clearly and effectively.

Ability to work independently with minimal supervision.

Ability to analyze complex data and produce clear written reports and presentations.

Ability to plan and coordinate complex assignments.

Ability to keep information confidential.

Ability to establish and maintain effective relationships with City staff and the public.

Ability to maintain effective business literacy about client department's goals, finances, and culture.
