
ERP Federal Financial Management Analyst (Sr.) - U.S. Citizenship Required

Position Description
CGI is seeking an experienced ERP Federal Financial Management Analyst with expertise in federal financial management to join our team. The ideal candidate will have a deep understanding of federal financial processes and regulations and will play a key role in analyzing, documenting, and improving financial management systems and practices. The successful candidate will work closely with our clients by leading workshops, gathering requirements, designing and presenting solutions, helping to configure an SAP S/4HANA financial system, and completing full software lifecycle implementations across several federal business process areas.
This position is located in one of CGI Federal's offices in Fairfax, VA, Lebanon, VA, Lafayette, LA or Knoxville, TN; however, a hybrid working model is acceptable. You will be required to work in a CGI Federal office two days per week.
Future Duties and Responsibilities
Analyze and document business processes and requirements related to federal financial management, ensuring alignment with regulatory standards and best practices.
Collaborate with stakeholders to gather, validate, and prioritize requirements for financial management systems and processes.
Develop functional specifications, process documentation, and business cases to support system enhancements and process improvements.
Conduct gap analyses to identify improvement opportunities and recommend solutions to optimize financial management practices.
Assist with the configuration, testing, and deployment of financial management systems, ensuring compliance with federal regulations, the USSGL, and Treasury reporting requirements.
Provide training and support to end users, facilitating effective adoption of financial management systems and processes.
Ensure compliance with the Federal Financial Management Improvement Act (FFMIA) and other relevant regulations.
Participate in project planning and execution, contributing to successful project delivery and stakeholder satisfaction.
Required Qualifications
U.S. citizenship and successful completion of a CGI background check (required due to contract requirements).
Ability to obtain and maintain a DHS EOD/Public Trust clearance.
Bachelor’s degree in Accounting, Finance, Business Administration, Information Systems, or a related field.
Minimum of 6 years of experience as a business analyst in federal financial management, preferably within the government or public sector.
Expert knowledge of government cash flows, disbursements, and collections, including familiarity with Treasury regulations, the Treasury Financial Manual (TFM), Treasury posting models, OMB guidance, and Circular A‑11.
Strong knowledge of and practical experience with federal financial management systems and programs such as GTAS, CAR, TROR, Treasury Offset Program, SAM.gov, and Pay.gov.
Strong understanding of federal financial management processes, regulations, and standards.
Experience with ERP system implementations such as SAP, Momentum, or Oracle Financials, particularly in financial management modules.
Excellent written and verbal communication skills, with the ability to communicate technical and financial information clearly to diverse stakeholders.
Strong analytical and problem‑solving skills, with the ability to identify, resolve, and recommend solutions to financial management issues.
Desired Qualifications
Experience in project management, including planning, execution, and monitoring of project activities.
Certified Government Financial Manager (CGFM) or similar certification.
Experience with SAP ECC and/or SAP S/4HANA, Momentum Financials, or Oracle Financials.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $100,800.00 - $245,500.00.
