Job Summary This position is located in the Business Services Administration (BSA), Office of the Deputy Director for Administration (ODDA) of the Child and Family Services Agency (CFSA). Works as a Federal Revenue Specialist in the Business Services Administration, Office of Administration, Child and Family Services Agency (CFSA), primarily responsible for reviewing and approving provider cost reimbursable invoices to ensure costs are in-line with finalized budget line items, service provision, and subsequent appropriate local reporting and federal reimbursement.

Duties And Responsibilities The Federal Revenue Specialist duties and responsibilities include:

Obtains, and reviews Collaborative, Family Based, Community Based and Congregate Care provider monthly cost reimbursable invoices.

Analyzes and reconciles all Collaborative, Family Based, Community Based and Congregate Care monthly cost reimbursement invoices.

Assists with the accurate categorization and allocation of all allowable Collaborative, Family Based and Congregate Care provider expenditures to support federal reimbursement.

Assists with training and technical assistance to Agency stakeholders, both internal and external, on a variety of matters, particularly cost reimbursement invoices.

Maintain invoice reimbursement documentation to support Title IV-E claiming and revenue enhancement.

Coordinates follow up and responses to cost reimbursement invoicing issues raised by Collaboratives, Family Based and Congregate Care providers.

Communicates information to management, Collaboratives and providers as appropriate for effective evaluation of Agency operations and milestones.

Reviews all existing, revised and newly established federal and District legislation, regulations, and policies related to child welfare services which significantly impact CFSA, particularly as it pertains to contracted provider cost reimbursements.

Monitors and analyzes collaborative and contract provider budgets, cost reimbursable line items, services, policies and other various activities to identify and determine the appropriateness and accuracy of requested cost reimbursement.

Develops, maintains, and monitors integrated reporting system(s) to track cost reimbursement invoicing activities and trends.

Recommends to Supervisor and Program Manager actions to be taken on obsolete, outdated, unclear, costly or missing cost reimbursement invoicing policies, procedures, and practices; assists in draft or revising policies and procedures as needed.

Completes and submits detailed reports to management, colleagues, and Agency stakeholders, both internal and external.

Performs other related duties as assigned.

Qualifications

Knowledge of basic accounting and budget principles and techniques.

Knowledge of local and federal child welfare programs, such as Foster Care, Adoption Assistance, Guardianship, Grandparent Subsidy, Social Security, TANF or Medicaid.

Knowledge of operating programs and the interrelationships among such programs to perform program analysis.

Knowledge of interrelated activity missions, organization, functions, and operations.

Knowledge of and skill in using management information system(s), office automation systems and processes, computer applications, and techniques.

Skill in applying fact-finding and problem-solving methods and techniques to identify problems, draw conclusions and recommend appropriate action or solutions to improve program efficiency and effectiveness.

Skill in oral and written communication to prepare and present ideas and solutions regarding issues based on analysis and evaluation, including the preparation and presentation of reports, charts, and graphs, etc.

Interpersonal skill and competence with the ability to effectively interface with other agencies/individuals on behalf of the CFSA.

Education Relevant bachelor’s degree (Accounting, Finance, Business Administration, or its equivalent) and 3 years of directly related work experience is preferred. Master of Business Administration (MBA) degree is highly preferred.

Work Experience Must possess at least one (1) year of specialized experience equivalent to the grade 12 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but not limited to, performing advanced qualitative and quantitative analyses and making workable recommendations relative to federal and state claiming and reimbursements; advanced knowledge of and expertise in Medicaid Claiming System, Title IV-E Maintenance and Administration Claims for Foster Care, Adoption Assistance, and Guardianship Assistance, or its equivalent, and other similar duties. Must have advanced Excel skills to be able to efficiently manage large volume of data.

Licenses and Certifications Certified Public Accountant (CPA) is highly preferred.

Working Conditions/Environment The work is performed in an office setting.

Other Significant Factors Tour of Duty: Monday – Friday, 8:15am to 4:45pm, varies. Promotion Potential: No Known Promotion Potential. Collective Bargaining Unit: This position is covered under the collective bargaining agreement. Duration of Appointment: Career Service (CS). Pay, Plan, Series & Grade: CS-501-12. Position Designation: This position is designated as “security” sensitive per DPM Chapter 4, Suitability. The incumbent is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test. Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of 7 years. Failure to do so may result in forfeiture of employment.
