Duties Description
Perform a wide variety of contractual, administrative, and fiscal management activities, which may include supervising and providing guidance to other staff members. The duties might include reviewing more difficult work, reviewing and approving contract payments to ensure that they are in accordance with contract terms, and ensuring all control requirements are met.
This item is on the IT Financial Management Team in the Bureau of IT Business Management within the Chief Information Office.
Oversee CIO and OSC IT related procurements in accordance with State Finance Law, Procurement Council Guidelines, and OSC policies.
Support CIO managers through guidance on procurement requirements, prepare and review procurement materials, and coordinate with Finance.
Resolve issues involving vendors and payments.
Supervise staff by managing assignments and providing training and feedback.
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.
For 70.1 or 52.6 transfer to a Contract Management Specialist 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Preferred Qualifications / Knowledge, Skills, and Abilities
Knowledge of the New York State procurement process, State Finance Law, OGS Statewide Contracts, and the Statewide Financial System (SFS).
Previous experience with State procurements.
Demonstrated leadership skills.
Demonstrated exceptional analytical and organizational skills.
Excellent interpersonal skills, including oral and written communication, and the ability to effectively communicate with diverse audiences.
Demonstrated experience in supervision.
Demonstrated ability to provide training, feedback, and guidance.
Demonstrated proficiency with Microsoft Excel and Word, and willingness and ability to learn new applications.
Detail oriented, and the ability to manage multiple tasks, prioritize competing requests and meet deadlines.
Working knowledge of the Statewide Financial System.
Demonstrated ability to work collaboratively as part of a team.
Telecommuting The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
