Position Chief Operating Officer (Assistant Director of Transportation) in the Operations Division of the Broward County Transportation Department (BCT).

The Community Bordering Southeast Florida’s Atlantic coastline, Broward County is the seventeenth most populous county in the nation and the second largest in Florida. Home to over 1.9 million people, it lies between Palm Beach and Miami‑Dade counties, making it the center of a metropolitan area that serves 6.1 million residents. County Government Broward County government operates under a charter established in 1975 and follows a Council/Manager form of government. The County Administrator is the Chief Executive Officer and manages six major operating departments: Transportation, Aviation, Finance and Administrative Services, Human Services, Port Everglades, and Public Works and Environmental Services, which comprise over 70 lines of business. The county has nearly 7,000 employees and its FY26 budget is $8.75 Billion (Operating $5.45 Billion, Capital $2.55 Billion, Debt Service $0.75 Billion) with strategic investments in transit, the seaport and airport.

Transportation Department The Broward County Transportation Department (BCT) provides a comprehensive transportation network that ensures the safe, secure and efficient movement of citizens. Its existing public transportation network provides approximately 26 million fixed‑route and express bus trips annually. BCT is adding over 200 miles of premium service via its PREMO plan, transitioning from a bus‑only organization to a multi‑modal provider that includes heavy rail, light rail, bus rapid transit and high‑frequency bus service.

Job Description BCT is seeking to fill the position of Chief Operating Officer (COO). The COO provides leadership and direction for the Transportation Department’s Operations Division, including bus, rail, paratransit, on‑board systems, and fleet services. Responsibilities include executive oversight, operational management, financial performance, strategic planning, employee development, safety promotion, customer advocacy, and coordination of assigned division activities. The incumbent advises the Transportation Director on strategy, issues, and resolutions. The COO reviews policies, analyzes performance, develops KPI trends, and collaborates with key stakeholders. The role requires 24/7 incident response and emergency decision making.

Responsibilities

Executive oversight and strategic leadership for the Operations Division.

Operational management of bus, rail, paratransit, on‑board systems, and fleet services.

Financial performance and budgeting oversight.

Strategic planning, performance monitoring, KPI analysis, and continuous improvement.

Employee development, safety promotion, customer advocacy, and stakeholder collaboration.

Representation of BCT at county meetings, transportation events, and public functions.

Union negotiations, grievance resolution, and audit response.

Qualifications

Proven track record in analyzing data and developing solutions to improve performance.

Experience forecasting future needs for current structure and PREMO expansion.

Servant and transformational leadership style, fostering employee development.

Experience building strong management teams from entry‑level upwards.

Strong emotional intelligence and ability to pivot during emergent issues.

Minimum Education and Experience Requires a Bachelor’s Degree in Public Administration, Business Administration, Transportation, or a closely related field. One year of relevant experience may substitute for each year of required education. Six (6) years progressively responsible experience in administration and management of public transit, transportation, business administration, public administration, or logistics. Preference for a master’s degree and at least 10 years senior‑level management experience in a multi‑modal transit agency.

Special Certifications and License Must possess and maintain a valid Florida Driver’s License for the duration of assignment.

Compensation and Benefits Annual salary range: $155,771.77 to $248,612.45. Scope of Work

Strategic direction and execution for all assigned operating sections.

Lead and oversee service delivery, including rolling stock maintenance.
